Job Description

Appointment Type: Classified Temporary - Provisional.

Salary Range (Steps 1 – 5) $53.36 – $65.52 Hourly.

$111,004.00 – $136,286.00 Annually.

Department:  Facilities Planning, Buildings & Grounds Maintenance.

Location:  Ocean Campus and other District Campus Centers.

One Provisional (TPV), Full time, full year position. This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered “at will” and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Note: This position is designated supervisory and is not represented by a collective bargaining unit. Terms and Conditions for Reduced Work Week/RWW do not apply to Unrepresented Classified Management and Supervisory employees.

Under general direction, organizes, directs and supervises the maintenance, repair and cleaning activities for a group of buildings and surrounding grounds, including physical properties, machinery, equipment and other pertinent inside and outside facilities; assigns and directs the activities of various skilled craftsmen and others engaged in maintenance and operational activities; maintains environmental health and safety compliance in accordance with local, state, and federal laws and regulations; and performs related duties as required.

Requires responsibility for: Carrying out, developing, interpreting, coordinating and enforcing policies, methods and procedures for a comprehensive overall maintenance and repair program; making regular contacts with supervisory personnel in various departments and with representatives of outside organizations in connection with maintenance and repair matters; checking, reviewing and approving detailed operational and work performance data and reports. Supervision includes local administrative control and work assignments of craft personnel on extended or temporary assignments. Craft general foremen will supervise their respective workmen in those matters pertaining to craft or trade techniques or methods.

Job Duties:

1. Plans, assigns, and supervises the activities and personnel engaged in the maintenance, repair and cleaning of all buildings and grounds.
2. Plans and directs a preventative maintenance program and follows through with the inspection and certification of work completed.
3. Evaluates and makes recommendations of probationary reports on employees.
4. Retains records of time frames required to complete projects or operational activities.
5. Coordinates with administrators, DPW, and others to assure the satisfactory function of maintenance and operational activities.
6. Plans and supervises the repair, maintenance, and alteration of mechanical/electrical systems and power plant operations. Advises administrator and department heads on specific operational or mechanical features of complex equipment.
7. Acts on behalf of the administrator or department head during various engineering and architectural design stages pertaining to the rehabilitation or repair of major machinery and equipment units; correlates various operations in connection with their installation.
8. Prepares annual budget estimates for activities supervised and expenditures for services and purchase of materials and supplies; confers with administrator on requirements for personnel, materials, supplies and equipment; subsequently is responsible for expenditures for professional and nonprofessional services and purchase of operational materials and supplies within budgetary allocations.
9. This position will be responsible for supervision of Recycling Services. Recycling general foreperson will supervise respective workers in those matters pertaining to recycling/waste management methodology.
10. This position will be responsible for supervision of Custodial services and general day to day upkeep of District facilities. Custodial general foreperson will supervise the classified workers in those activities pertaining to custodial methodology.
11. Assigns duties to all permanent craft and building trade mechanics, operating engineers, and maintenance personnel engaged in the upkeep and operations of buildings and adjacent grounds.
12. Supervises the maintenance and routine care of the landscaped areas adjacent to all buildings including care of trees, shrubs, flowers and lawns, supervises the maintenance of all pedestrian walks and automobile parking areas.
13. Assigns duties to all permanent craft and building trade mechanics, operating engineers and maintenance personnel engaged in the upkeep and operations of buildings and adjacent grounds; inspects and certifies as to satisfactory completion of work done by city shops or crafts under private contract prior to certification for payment.
14. Makes recommendations to supervisor concerning probationary reports on employees supervised and in other matters; authorizes the employment of all temporary and/or interdepartmental specialized personnel for specific projects, as found necessary for the proper operation and maintenance of all facilities; keeps records of time and work done and other operational activities.
15. Confers with the administrator, department heads, Department of Public Works and others concerned to effectuate necessary cooperation and coordination required in the satisfactory functioning of maintenance and operational activities.
16 Supervises all power plant operations including steam and electrical power generation and distribution; refrigeration and air conditioning; elevator equipment; supervises maintenance and repair of all laundry and kitchen equipment, elevators and repair shops.
17. At times responsible for directing the bidding process for small to medium capital improvement projects.
18. Performs related duties as required.

Qualifications

MINIMUM QUALIFICATIONS:

Experience:

Eight (8) years of experience operating, maintaining and repairing a wide variety of mechanical, electrical, pumping, heating, air conditioning, ventilation, refrigeration and related plant machinery and systems found in large industrial, production, commercial or institutional buildings; of which four (4) years must have been in a supervisory capacity directing the operation and maintenance activities of subordinate personnel.

License(s) and Certification:
Possession of a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency for working with heating and ventilating equipment (HVAC) or other refrigeration equipment using CFC’s and HCFC’s.

Possession of a valid class “C” Driver License.

Additional Information Regarding Employment with the City and County of San Francisco:

Benefits:

1.  Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2.  New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
