Job Description

The Administrative Analyst will provide contract management and administrative support for the Environmental Management Group (EMG) including: (1) assists with managing EMG’s four as-needed environmental contracts ($7 M each) to ensure compliance with contract requirements (e.g., local business enterprise (LBE) commitments), process task orders and amendments, track trends, and other contract related tasks; (2) participates in the procurement process for new consultant contracts with EMG, including assisting with preparing request for proposals and (3) provides administrative support to the EMG manager and group, including identifying ways to streamline and automate processes.

Essential Functions:

  1. Perform research, compiles, and analyzes information on contract compliance for EMG’s as-needed contracts, such as meeting commitments to local business enterprises (LBE), tracking work distribution among consultants, and assists in developing recommendations and/or courses of action.            
  2. Track task order assignments, expirations and close-outs, prepare contract remaining capacity reports, and process staff/firm additions.       
  3. Develop contract management reports, such as contract forecasting needs for EMG based on the 10-year capital plans.     
  4. Collaborates with staff throughout SFPUC (e.g., Infrastructure’s Budget Finance Group, Contracts Administration Bureau, and Human Resources) and various other City agency staff (e.g., City Attorney’s Office, Office of Contract Administration, City Vendor Support, Contract Monitoring Division, etc.) to process various contract documents and stay abreast of policies.              
  5. Prepares a variety of management reports, such as timesheet overhead, staff workload forecasting, and other EMG initiatives.                
  6. Assess, prioritize, and track issues or documents brought to the attention of EMG Manager and organize, and document written and verbal communications from/to EMG Manager.  
  7. Assist in the hiring process for open positions, ensuring human resource procedures are followed.            
  8. Analyze new policies and directives to improve EMG work.           
  9. Create and/or format letters, reports, presentations, & other documents.            
  10. Schedule and arrange meeting logistics, arrange travel and training requests and reimbursements, and electronic/paper filing of documents.    

Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Additional qualifications (i.e. special conditions) may apply to a particular position and will be stated in the job ad.

Possession of a baccalaureate degree from an accredited college or university, and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
