You are a smart, reliable experienced, hands-on Business Analyst.  You are passionate about ensuring the requirements of the client are met or exceeded 100% of the time.  You understand the importance of deadlines and are committed to doing whatever it takes to meet those deadlines on a consistent basis.  You are comfortable reaching out to all levels of the organization and being a voice and face for the company as you liaise directly with the customer.  You work collaboratively with teams of project managers, scrum masters, developers and testers and understand the nuances of the languages these groups speak. You have a technical acumen and are capable of translating that jargon into digestible information. You are customer service oriented and driven to provide the best service to your team and clients.

Job Description

Citizant is seeking and experienced and energetic Technical Business Analyst, with a solid understanding of Waterfall and Agile methodologies, requirement gathering and translation, and SDLC. This position will support a Federal Government Client.  The Business Analyst will have a diverse set of responsibilities and will be an integral part of the project team.  The Analyst will work on a team that plans and manages software upgrades for the client.  This team coordinates software upgrades, patching, with various other organizations within the IRS including both project teams and sys admin organization.  Tasks include identification of technical risks and issues, planning, monitoring, and serving as the primary point of contact for multiple groups.  The ideal candidate is someone who is a fast learner, a good communicator, and can operate in a quickly changing environment.  This position will give you the opportunity to learn and grow as an IT professional.

Qualifications

Primary Duties and Responsibilities

  • Conducts and participates in sprint planning, task estimation and sequencing, sprint reviews and retrospectives. In addition, assists Product Owners with backlog grooming activities.
  • Captures and documents stakeholder feedback after review meetings.
  • Captures meeting minutes and notes from team and client meetings as needed.
  • Creates weekly, monthly, annual, and other reports as required by the client.
  • Assists the scrum team with iterative releases to distributed environments.
  • Promotes robust and sustainable working relationships between stakeholders and IT teams.
  • Enforces an environment of cross-functional team collaboration, ownership, and team work.
  • Prioritizes, track, and raise awareness of dependencies and blockers that are impediments to a sprint.
  • Maintains team task board and ensure it is up to date.
  • Responsible for issue resolution and maintenance of agile artifacts, as requested by Program Manager.
  • Generates and publishes metrics such as “Burn Up’s” and “Burn Down’s” by Project/Release/sprint level to Program Manager after the items have been confirmed as complete.
  • Able to effectively scale scrum to large project teams using techniques such as “Scrum of Scrums” to facilitate clusters of teams to collaborate.
  • Creates change requests as required and submits them to the government for approval.
  • Educates and coaches Jr. Scrum Masters, Developers, Testers, stakeholders in all facets of Agile/ Scrum.
  • Determine the needs of end users of technical documentation.
  • Study product samples and talk with product designers and developers.
  • Organize and write supporting documents.
  • Experience in engineering “best practices” such as continuous integration, automated builds, automated testing, TDD, pair programming, refactoring and defining definition of “Done”.
  • Quality experience using Waterfall and Agile methodologies.
  • Experience with IBM Rational Collaborative Lifecycle Management (CLM) and IBM Rational Team Concert (RTC) tools.
  • Team player and with consistent demonstrated success working in a collaborative environment.

Qualifications

  • Bachelor’s Degree in Management, Business Administration, Computer Science, or other technical discipline.
  • Must possess, or be able to obtain PMI-PBA and/or Certified Scrum Product Owner certifications.
  • Minimum of 5 years of experience:
    • Working with agile software development teams.
    • Executing all project events in Scrum, including Sprint Planning, Sprint Reviews, Sprint Retrospectives, Backlog Refinement sessions and Daily Stand-Up events.
    • Using Microsoft Project, SharePoint, Visio, MS Office.
  • 2+ Years’ experience in developing technical documentation such standard operating procedures, memorandums of understanding, policies, etc.
  • Experience with software development lifecycle.
  • Excellent communication skills, including verbal and written. In addition, presentation skills are desired.
  • Government consulting background is highly desired, including specific experience supporting the IRS.
