Who You Are

You are a smart, reliable experienced Senior Technical Recruiter.  You are passionate about finding and closing exceptionally qualified candidates.  You work creatively and collaboratively with Hiring Managers to understand their needs on the project (internal and external), yet you hold Hiring Managers accountable for managing their part of the talent acquisition framework.  You know, and agree, that building and maintaining a pipeline of qualified and cleared candidates is critical to closing candidates in a timely fashion.  You do not rely on job boards as your only source of candidates.  You maintain a network of fellow recruiters in the industry that can offer intel resources that may become available in the near future.  You participate in local job fairs relevant to Citizant and you collaborate with Senior Leadership within Operations to ensure adequate Operations support is provided.  You are proficient in the use of Applicant Tracking systems (SmartRecruiters experience is a plus).  You believe the Recruiting function is accountable for the amount of time it takes between identifying a need and closing a candidate (time to offer acceptance) and you accept that Recruiting can influence the ‘time to fill’ by maintaining a pipeline of cleared candidates, thus reducing the time between offer acceptance and start dates.

Job Description

The Company is seeking an experienced and energetic Senior Technical Recruiter with a deep understanding of the talent landscape to attract top-tier candidates, manage the end-to-end hiring process, and support hiring teams in job creation, interviewing, and hiring.  The Technical Recruiter will be a key partner in catalyzing the growth of Citizant through industry knowledge, recruiting expertise, exceptional communication, superior organizational practices and an inspired service philosophy, and will ensure an outstanding end-to-end candidate experience at Citizant.

In order to succeed at this job, you must have the drive and passion to convince candidates that Citizant represents the best career growth opportunity available.  We expect you to be efficient, speedy, non-political, and calm and unemotional even when the job is stressful.  This position requires you to be highly organized, able to multitask, and adept at keeping your internal customers up-to-date on sourcing and interviewing processes.  You must be able to understand and strongly advocate for the needs of both our hiring managers and our government customers.  And we expect you to be a true expert at using the Internet – including social media, job boards, online industry publications, and niche professional organization sites – to find and nurture relationships with the industry’s most talented professionals… particularly those highly accomplished leaders who are not yet looking for a new job.

Primary Duties and Responsibilities

  • Develop and maintain a pipeline of qualified candidates to deliver against immediate priorities
  • Cultivate relationships with key candidates and specific talent pools, defined according to business initiatives
  • Use and maintain hiring/recruiting systems and online job boards
  • Develop and manage an unsurpassed candidate experience – from first contact to successful hire
  • Collaborate effectively with internal team (HR, Executives, and Quality) to ensure a high quality experience for hiring managers and candidates
  • Source candidates proactively, screen relevant candidates, present candidates to hiring managers, provide coaching on talent assessment, and make hiring recommendations
  • Create and present offer recommendations to hiring managers, extend verbal offers, and manage offer negotiations
  • Promote company culture
  • Assists in the companies recruiting efforts by deploying compliant, scalable and repeatable recruiting processes with focused metrics and accountability. Provides full cycle recruiting for all positions. 

  • Works with HR and the CFO to develop forecasting needs based on organizational strategies and changes. Understand and monitor our competition and be able to report market recruitment trends. Develops and implements both short and long-term recruiting strategies to address business needs and trends. 

  • Aligns recruiting strategies and training with Citizant’s mission and values to deepen employee selection, engagement, and retention.

  • Keep accurate records to support reporting of metrics for time to offer/time to fill and ‘lost revenue’.

  • Establishes and maintains relationships with employment agencies, external recruiters, professional associations, or other organizations that can ensure a continuous pipeline of employment candidates.

  • Oversees candidate assessments and selections ensuring reliable methodology aligned with Citizant’s strategy and legal compliance.

  • Acts as an internal resource on marketplace trends, relevant laws and regulations, and competitive programs. Assure legal compliance with federal hiring regulations regarding all talent acquisition initiatives and related programs. Ensures that Citizant’s interviewers are trained and adheres the corporations’ standard. As a change agent, challenge recruiting status quo and lead change management.

  • Develops and implements recruiting strategies for proposals and incumbent capture including the recruiting of candidates and coordination of capture and recruiting efforts with the hiring managers.

  • May provide leadership, coaching, and mentoring to others on the team.

 

Qualifications

Qualifications

  • BA/BS degree in business, communications, human resources or related discipline
  • Interest in obtaining Certified Internet Recruiter (CIR) certification within 6 months of hire date
  • 10-15 years of related technical recruiting experience in the Government Contracting space
  • Ability to understand, articulate and sell Citizant’s culture and business initiatives
  • Ability to effectively interface and develop internal partnerships and collaborative opportunities
  • Outstanding negotiation skills and oral/written/persuasive communication ability
  • Passion for and significant experience identifying, screening, interviewing and closing technical candidates
  • Active cultivation, participation and open communication in a positive, teamwork environment
  • Ability to deliver results with little supervision, and to effectively manage multiple projects and candidates
  • Ability to meet standard measurements of success for staffing, e.g. annual hiring plan and cost/time-to-hire standards
  • Proficiency in Microsoft Office applications
  • Experience with AI recruiting tools a plus

This Leadership Level 5 role can grow in many directions.  This position can lead to a management position leading the overall recruiting function as we grow.  Advancement will depend upon you further developing your leadership skills and supporting the company’s and organization’s KPI’s and Needle Movers.
