Job Description

As a leader of this dynamic and fast-paced team, the Chief Product Owner (CPO) will lead and develop a team of Product Owners (POs) and ensure the vision of the portfolio of products is clearly articulated. The CPO will also act as the Product Owner for at least one of the products. PO’s are responsible for defining user stories for their group of defined products with electronic filing, document storage, judicial tools, data storage, and case management products.

Product owner is a demanding position which must act as liaison between an organization’s development team and end users, by defining product features necessary to create value for government customers. The Chief Product Owner, must perform these duties and coordinate across Products, POs, and government leadership.

The CPO will build, own and manage a product and program roadmap from features to prioritize capabilities and opportunities. Plan and drive solutions through leading and developing a team of product owners. Collaborate with and facilitate difficult business decisions with functional groups to optimize business and technology and ensure cross functional buy-in.

The CPO will also drive the team and ensure that all are working toward a common goal by elaborating on stories, vision, limitations, and approving new stories and driving decisions across products. This leader will work across traditional POs as well as data modelling and business process reengineering team members who support product, business, and technology changes needed for program success.

Although not under direct supervision, the CPO will provide leadership support to scrum masters and development teams by supporting resolution of impediments and potential roadblocks. Additionally, the CPO may directly lead a Scrum Master Coach.

Overall, the CPO will optimize execution by facilitating change through business and technology teams and be accountable for the delivery of solutions that meets multiple needs.

Qualifications

•Bachelor’s Degree in Computer Science, Information Systems, Management, Business Administration, or other technical discipline.
•8-10+ years of professional experience.
•Certification in Scrum or Agile is a must.
•Effective executive and stakeholder communication, persuasion, and collaboration skills.
•Ability to clearly communicate the business requirements and limitations of an MVP.
•Build and maintain a relationship with government executives, leaders, and business stakeholders.
•Active PMP and experience with data modelling and lean six sigma are a plus.
•Proven skill at balancing technical knowledge with business possibility and acumen.
•High degree of comfort in fast-paced dynamic / ambiguous environment.
•Ability to work cross functionally with Compliance, Infrastructure, Business and Software Engineering.
•Passionate member advocate with ability to identify and meet customer needs within agile framework.
