Job Description

As a TRAINING AND SKILLS DEVELOPMENT MANAGER, you will contribute to the success of our staff by developing quality and relevant learning strategies and initiatives that will continuously improve the Davie experience. In this role, you will lead the implementation of a learning management system, including learning content platforms, as well as the development of learning dashboards and digital learning strategies that facilitate effective individualized and team learning. You will also be responsible for developing and maintaining the implementation of training/learning solutions in the areas of shipbuilding and ship repair skills, including learning and on-the-job training programs, cross-training, leadership development programs, program management and overall organizational development. Briefly, you will be responsible for the execution, implementation, communication and sustainability of the learning plan for the company.

More specifically, you must:

  • Manage all aspects of the training life cycle, including assessment of training needs, development of new training programs, marketing and communication of programs, evaluation of participant feedback and monitoring, analysis and reporting;
  • Conduct an initial analysis of overall training needs for all staff, including semi-skilled and general production workers, office staff, technical and professional staff, first-line supervisors and management staff;
  • Establish Davie College, the in-house corporate learning academy, designed to meet the basic skills needs, as well as the advanced skills and development needs identified through the employee performance and development review process;
  • Implement a learning program to speed up new construction, as well as for the ongoing needs for skilled staff resulting from staff turnover, with the provision of a continuous and steady flow of qualified candidates in the future;
  • Develop and/or incorporate a new training and development program based on the results of the overall training needs analysis;
  • When necessary, develop and/or incorporate a new training and development program based on the compilation and prioritization of development needs identified through the performance and development review process;
  • Ensure that training and development initiatives meet the needs of the company and the strategies and plans of the organization;
  • Promote the development of new learning methods and the maximum efficiency of the learning and development platform;
  • Ensure that training courses and other activities provide participants with a positive, professional and transferable learning experience;
  • Measure skill gaps and identify solutions while working collaboratively with others in the organization;
  • Ensure effective leverage of provincial and federal government grants and scholarships;
  • Responsible for the management of learning providers;
  • Manage, improve and optimize learning management systems to ensure the system meets the company’s T&D needs; research and recommend technology improvements where necessary;
  • Develop and implement an annual strategic plan for the learning resources team;
  • Manage, lead and mentor a team of T&D specialists.

Qualifications

  • Bachelor’s or master’s degree in human resources management, business administration or any related field;
  • An equivalent combination of experience and education may also be considered;
  • 10 or more years of progressive experience in human resource management and development, including previous experience in managing a team;
  • Strong ability to communicate effectively with all levels of the organization and influence stakeholders;
  • Creativity, innovation and motivation;
  • Be a leader with a passion for the development and evolution of talent management;
  • Ability to exercise discretion with regard to highly confidential and sensitive information;
  • Know various levels of exposure to systems and technology;
  • Have experience in learning management systems and system implementation;
  • Have strong and innovative project and change management skills;
  • Excellent ability to develop respectful working relationships in all circumstances;
  • Have superior teamwork skills;
  • Excellent analytical and communications skills;
  • Bilingual in English and French, written and spoken.
