Job Description

The Director, Government Relations, BC will be developing and delivering Central 1’s government relations program.  They will also be supporting Central 1’s communication department, as required.  They will be handling the development and delivery of government relations services to member credit unions, and analyzing federal and provincial government legislative and regulatory proposals that could impact upon member credit unions or on Central 1. The will be the advocate for statutory and regulatory proposals, provincially and federally, that promote the development of the credit union systems of British Columbia, specifically, and the credit union system of Canada, generally.

As the ideal candidate, your primary accountabilities include:

  • Monitoring and analyzing provincial and national public policy, especially provincial, federal and international legislative trends respecting the regulation of the financial services industry; 

  • Participating in the development of amendments to federal and provincial financial institutions’ statutes and regulations, including the Credit Union Incorporation Act (B.C.), the Financial Institutions Act (B.C.), the Company Act (B.C.), the Bank Act and the Trust and Loan Companies Act (Canada), ensuring that a consultative process is followed, utilizing internal and external resources, including legal counsel as required;

  • Developping submissions to governmental and regulatory authorities;

  • Preparing and presenting briefs, position papers and speeches to Executive Management, the Board of Directors, the credit union system, government, political caucuses and external organizations;

  • Representing Central 1 and the B.C. credit union systems to the federal, provincial and municipal governments;

  • Establishing positive rapport with MLAs, MPPs, MPs, Senators, elected and appointed municipal and regional officials and appointed provincial and federal personnel to promote adoption of legislative proposals or other initiatives that promote the growth, development and stability of the credit union systems in Canada;

  • Overseeing all aspects of the planning and delivery of an annual credit union lobby day in Victoria;

  • Communicating orally and in writing to credit unions, revisions to and interpretations of statutes and regulations which impact on their operations;

  • Developing and delivering seminars relating to legislative and governmental processes and developments;

  • Managing the Board’s Legislative Committee and other working groups, as required;

  • Negotiating statutory and regulatory amendments that may have an impact on credit unions;

  • As requested by Executive Leadership Team, representing Central 1 to affiliated organizations, including, but not limited to the CCUA’s Legislative Affairs Committee;

  • Ensuring compliance with federal and provincial statutes, regulations and administrative guidelines, and escalating significant breaches of compliance requirements to the Corporate Secretary/General Counsel and, if necessary to the President and Chief Executive Officer;

  • Developping, documenting and actively communicating new and revised compliance policies to all relevant departments and personnel;

  • Assisting the Corporate Secretary/Legal in identifying, addressing and integrating significant legislative or regulatory compliance requirements into Central 1’s business plan and strategic initiatives;

Qualifications

As the ideal candidate you possess:

- A graduate degree in political science or public administration or an MBA;

- At least ten years of experience in the public sector, preferably including experience working for elected officials, provincially or federally. 

-Have a firm understanding of federal and provincial financial institutions’ statutes and regulations.

- Possess advanced comprehension of Canada’s parliamentary system and laws relative to financial institutions. 

- Demonstrated skills include exemplary oral and written communication, a strong client-service orientation, the ability to function well in a team and the ability to develop innovative approaches to addressing legislative concerns.
