The Center for Applied Linguistics is located in Washington DC. This is a hybrid position, and the employee may choose to work in their preferred combination of in person at the office in a hoteling capacity, or remotely. Staff may work from locations outside of Washington DC, Maryland, or Virginia if approved for telework. However, this position is not open to candidates residing in New York, New Jersey, Pennsylvania, Texas, California, or the U.S. Territories.
Position duration: This position is grant-funded through September 30, 2026. Continued employment past the end of the grant is contingent on securing additional funding from other sources.
POSITION SUMMARY
The Test Development Manager will serve as manager for a complex online multi-year multilingual, multimodal, formative assessment development, and research project in multilingual learner science classroom settings in the elementary grades.
This position will require up to 30% of travel to North Carolina.
Qualifications
ESSENTIAL DUTIES
- Manage timelines for a complex online formative assessment development and research project
- Manage the day-to-day activities of the project
- Coordinate with PI and Co-PI on all project activities
- Manage the development of standards-aligned science test items
- Coordinate data collection across multiple schools in North Carolina
- Provide project-related professional development activities
- Contribute to multilingual learner family communications and outreach activities
- Conduct qualitative analysis
- Ensure all quality control procedures are followed in test development processes
- Coordinate pilot testing
- Communicate with technology team and support user testing
- Solicit, evaluate, and oversee implementation of feedback from funder, external reviewers, and stakeholders
- Prepare project reports, memos, and other documentation as needed
- Supervise and manage one research assistant
- Other responsibilities as assigned
EDUCATION AND EXPERIENCE
Required
- Master’s degree from an accredited college or university, in a relevant field, and 4 or more years of relevant experience
- Experience in test development
- Experience in developing test items
- Project management experience
- Experience with multilingual learner education
Preferred
- Experience with qualitative research.
- Experience with formative assessment
- Experience with rubric development
- Experience with assessment technology
- Experience with science education for multilingual learners
- English and Spanish fluency
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of standards-based science education
- Strong ability to work with online and digital solutions
- Knowledge of instructional practices and strategies appropriate for multilingual learners
- Ability to coordinate staff across multiple tasks to meet deadlines and quality control expectations
- Strong interpersonal skills
- Highly motivated, flexible, and able to show leadership to attain team goals
- Ability to work independently as well as cooperatively in a fast-paced team environment
- Strong attention to detail while maintaining sight of the big picture
- Strong organization, planning, and time management skills
- Strong oral and interpersonal communication skills in English and Spanish (preferred)

COMPENSATION:
Minimum Salary: $64,745 Annually

While performing the duties of this job, the employee is regularly required to effectively communicate. The employee may be required to sit or stand in a stationary position for 50% of the time. This position constantly operates a computer and other office productivity equipment. CAL adheres to ADA compliance and guidelines as a common practice.
