CARE is a leading humanitarian organization dedicated to fighting poverty and social injustice with a special emphasis on women and girls. CARE began working in Zimbabwe in 1992 in response to severe regional drought and has since expanded programming to address longer-term development issues.

About the project.

CARE Zimbabwe and its program partners, will implement a European Civil Protection and Humanitarian Aid Operations (ECHO) funded project to provide emergency assistance to the most vulnerable households affected by drought in priority districts of Zimbabwe. These organizations will collaborate to deliver integrated support to the most at-risk households in Gokwe North and Mutare Districts. The assistance will include food voucher aid to address immediate food needs during the peak lean season spanning four months, coupled with initiatives aimed at preventing undernutrition, facilitating referrals, enhancing institutional capacity for community management of acute malnutrition, and facilitating mobile community outreach in remote areas within the targeted wards.

Job Description

POSITION SUMMARY

The Monitoring & Evaluation Specialist will provide Monitoring Evaluation, Accountability and Learning technical expertise and hands-on support that contributes to the effective delivery of quality services and the achievement of sustained outcomes. As the Specialist, he/she will provide develop tools needed to track progress, ensure appropriate measurements and review to support the achievement of transformational and sustained project outcomes. Additionally, the role includes responsibilities for work planning, which encompasses developing schedules and monitoring progress, leading in qualitative and quantitative assessments to ensure timely and efficient delivery of the planned activities and outputs.

RESPONSIBILITIES

Technical leadership for robust MEAL System:

  1. Train staff on the use and implementation of refined strategies, checklists, and guides.
  2. Create coaching and mentoring guides to enhance staff capacity.
  3. Conduct results-based monitoring to ensure the effectiveness of interventions.
  4. Solicit feedback from field teams and stakeholders to inform the continuous improvement of technical tools.
  5. Analyze program trends, data, and feedback to inform strategic decisions on program refinement.
  6. Analyze new technologies, methodologies, or practices and make informed decisions for adaptation.
  7. Support innovation initiatives for the program
  8. Lead in the development of survey tools and participate in the surveys

Work planning and tracking:

  1. Collaborate with consortium partners to ensure appropriate program level detailed activity planning.
  2. Facilitate district quarterly review and planning meetings.
  3. Represents CARE in relevant technical forums
  4. Track program output and outcome level results
  5. Develop checklists and guides to standardize processes and ensure quality control.

Documentation for Continuous Improvement:

  1. Consolidate lessons learned to inform ongoing improvements.
  2. Provide supportive monitoring to consortium staff to ensure adherence to best practices.
  3. Initiate and lead field level qualitative reviews of program impact to ensure key progress is tracked and documented
  4. Analyze qualitative and quantitative data and produce comprehensive reports.
  5. Participate in pause-and-reflect sessions to foster a culture of continuous learning and adaptation.
  6. Develop and review manuals as needed to address identified gaps.
  7. Compiles and submits quarterly reports

Implement and support strong community feedback and learning systems:

  1. Support the community consultation processes to ensure appropriate approaches and engagements in program implementation
  2. Provide technical support to the team on establishing and maintaining effective feedback mechanisms for decision making,
  3. Lead the implementation of methodologies to consult communities on their preferences based on the operational context.

Qualifications

  • Bachelor’s degree in social sciences, Monitoring and evaluation, Information Science, or a related field
  • 4-5 years working experience of monitoring and evaluation in emergency response related projects at senior level with extensive knowledge of monitoring and evaluation methodologies.
