CARE began working in Zimbabwe in 1992 in response to a severe regional drought. After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small businesspersons in the rural areas.

Job Description

To ensure adequate monitoring of the ECHO HIP project in line with donor requirements while adding value and improving programming through timely provision of quality monitoring and evaluation information, enabling real-time learning within the project.


RESPONSIBILITIES:

  • Receives MEAL requirements and develops MEAL plans, and project annual operating plan (AOP) from Team Leader
  • Develops MEAL plan and framework and tools to track results to Team Leader and shares the endorsed documents with project staff and stakeholders
  • Develops individual operating plan (IOP) in line with the AOP for the project and submits to Team Leader
  • Plans for special studies and assessments such as baseline/endline surveys, data quality assessments, etc
  • Develops a database and a project IPTT in conjunction with other project staff
  • Develops, adopts and/or adapts relevant data management guidelines for data quality assessment
  • Develops relevant data collection tools and submits to DRR Specialist and Team Leader
  • Develops, adopts or adapts relevant data entry templates for CARE and Donor formats
  • Selects and adopts appropriate analysis package or method(s)
  • Develops or adapts M&E training guidelines
  • Coordinates baseline, end line, midterm and special surveys in consultation with DRR Specialist and Team Leader
  • Coordinates and supports process monitoring
  • Coordinates with stakeholders and partners in implementing MEAL processes
  • Implements data quality checks at various data manipulation stages (tools development, data collection, processing and entry)
  • Compiles project information and maps showing project activities
  • Conducts training to project staff (CARE and CARITAS) on project MEAL system including use of M&E tools.
  • Lead in MEAL activities such as rapid needs assessments, beneficiary selection & registration, PDM, etc during emergency responses under the Crisis modifier.
  • Ensure that the project has a functional and effective feedback and accountability system.
  • Receives and consolidates MEAL input/feedback from stakeholders, project staff and beneficiaries.
  • Analyses quantitative and qualitative data to produce information for reports (such as success stories, most significant change, case studies, rolling profiles)
  • Shares or contributes project learning in internal and external fora, such as project review meetings, national technical working groups and consortium meetings.
  • Contributes project learning to country office initiatives such as development of new programs/projects, profiles, documenting program approaches and interventions.

Additional Information

  • Degree in Mathematics/Statistics/Development Studies/Public Health or equivalent
  • 4-6 years working experience in Monitoring, Evaluation, Accountability and Learning or related field
