CARE began working in Zimbabwe in 1992 in response to severe regional drought and has since expanded programming to address longer-term development issues. Currently, an estimated 5.8 million people are facing severe food insecurity in Zimbabwe as a result of the human-made climate crisis.

Through strategic local partnerships, CARE is implementing both short-term and long-term programming to empower Zimbabwe’s vulnerable households to meet their basic needs through sustainable livelihoods. Job Description

The incumbent will be responsible for developing, co-ordinating and managing the implementation of human resources systems, functions, policies and procedures in line with the Human Resources and overall organisational strategy.


Key duties and Responsibilities
•    Develops, directs and monitors the implementation of the organisation human resources management strategies in liaison with the Country Director
•    Develops, updates & implements human resources policies and procedures (includes recruitment, compensation, leave etc) in line with the labour laws of Zimbabwe.
•    Guides the organisation in the implementation of market (best practice) human resources management systems for organisational effectiveness e.g job evaluations, performance management, talent management, retention.
•    Maintains monitoring and reporting system on PSEA and Child Protection and ensures staff are trained
•    Carries out workload analysis to ensure equity across jobs and fair work loads
•    Coordinates recruitment, selection, staff orientation ensuring that the organization, (programmes and support) is resourced with adequate skills required for delivery effectiveness
•    Organizes market benchmarks on salaries, benefits and conditions of service and recommends appropriate compensation strategy.
•    Develops, updates and implements salary and benefits structures consistent with best practice, meeting internal to external equity hence promoting critical skills retention in liaison with the Country Director .
•    Reviews the payroll inputs (Terminations, engagements, relocations, etc)
•    Recommends compensation system for the organisation
•    Monitors medical service insurance to ensure that they deliver service as per agreement
•    Coordinates the functions of the Works Council including facilitating the convening of meetings and organising trainings of the members.
•    Develops, implements and monitors communication systems that promote dialogue, interaction and dissemination of information related to staff welfare.
•    Develops, implements and monitors the occupational health & safety and welfare policy ensuring compliance with country legislation
•    Trains Management and supervisory staff on CARE’s performance management systems
•    Coordinates and monitors the conducting performance appraisals at least once a year or by contract end
•    Liaises with CARE USA global HR unit to ensure that performance appraisal tools are in line with best practices
•    Oversees the management and maintenance of staff records
•    Develops staff on overall department objectives, implementation strategy, reporting systems and internal controls
•    Maintains high confidential with HR information all times.
•    Provides HR advise to line management and senior management on staff discipline, staff counselling and coaching, review of JDs, resolving conflicts, orientation of staff on the project.
•    Ensures orientation and training for new staff on CARE Zimbabwe RM Strategy (develop an RM Induction/Orientation Package in partnership with Liz and team)
•    Attends PSEA and HR Core Meeting, learn from peers on their programming, and share intel with the appropriate donor coordinators.
 

Qualifications

•    Degree in Human Resources or equivalent
•    A Masters Degree will be an added advantage
•    3-5 years working experience in Human Resources Management
•    Understanding of employment laws 
•    Knowledge and experience of working on MS Office effectively
•    Flair in communication and influencing stakeholders (written and oral)
•    Excellent Analytical, critical thinking, and problem-solving skills
•    Knowledge and experience of working on MS Office effectively
