CARE International in Zimbabwe is recruiting for livelihoods, food aid and resilience project targeting Buhera and Mutare Districts (Manicaland Province) and Chivi and Zaka Districts (Masvingo Province). Takunda, which means “we have overcome” in Shona, is a 5 year USAID Bureau of Humanitarian Assistance program led by CARE in a consortium. Its aim is to increase on-farm and off-farm incomes, improve nutrition, and work with women, men, girls and boys to build resilience to shocks and stressors. Job Description

To perform finance management function for assigned USAID TAKUNDA Grant and ensure that there is conformity with CARE International reporting requirements and the stringent compliance standards established by each donor or government or regulatory agency. The Finance and Operations Director will be responsible for overall grants management ensuring program compliance and overseeing commodity component of the program and program operations. S/he will manage program resource allocation, track utilization and reporting of programmatic resources. He/she will ensure healthy pipeline of cash and non-cash resources in the program at all times. The Finance and Operations Director will be directly responsible for establishment of different partnership and collaboration, tracking and following up on partner contractual and compliance to CARE, Donor and Zimbabwe requirements. S/he will maintain the risk management and internal control aspects of the program. He will oversee a team of commodity management, budgeting and sub grants, and day to day operational support to both CARE and Partner organizations. He is the focal person on all financial, compliance and audit matters for the program.

Key Duties and Responsibilities:
•    Manages the funding requirements of the grant through cash flow planning, following up on funding commitments.
•    Ensures timely funding to partners based on cash flow projections and review of previous quarter reports.
•    Maintains up-to-date resource levels, utilization plans and reports. 
•    Ensures that the program is spending and utilizing resources in line with approved plans. 
•    Reviews; approves and/or generates financial reports for compliance with grant and donor requirements. This includes analysis of spending trends and providing feedback to team leaders and field colleagues on 
•    Prepare financial plans, proposal budgets, amendments, and extensions for the life of an award up to and including close-out together with technical teams and partners. 
•    Establishes and maintains risk management protocols and internal control for all kind of transfers to participants 
•    Guides and build capacity of Takunda support and Project staff in complying with USAID and CARE policies. 
•    Works with CARE’s internal control unit(s) to strengthen program oversight and operational systems.
•    Acts as Project focal for CO and CARE HQ on the grants management and audit issues. Identifies appropriate collaboration modalities for different type of program partnerships
•    Ensures partnership is established in full compliance with donor and CO requirements.
•    Ensures that Takunda Program partners have adequate guidance and tools for resource planning, utilization and overall program implementation.
•    Supervises the grants team that reviews and ensures proper spending and planning of partner budgets in accordance to program priorities  
•    Leads program and partner resource planning and reporting 
•    Receives, reviews partner and CARE resource reports and compiles them into one program report.
•    Prepares close-out documentation at end of funding cycles in compliance with government regulations.
•    Chairs the Takunda Finance, Grants Technical Working group
•    Guides program operation team to maintain a compliant and dynamic program operation movement and utilization of assets
•    Works with the DCOP to ensure that adequate resources are available for planned activities and where resource restrictions are encountered support the prioritization process.
•    Ensures Host country agreement requirements are met duly and program procurement for goods and services are done timely in complying all regulations
•    Ensures CARE and Donor policies of transparency and accountability are well understood by the program and partner staff.
•    Ensures improved office/programs connectivity through the MIS Technician and in collaboration with the CO ICT Manager.
•    Ensures that Takunda grant staff and assets are secured, safe and well maintained; oversee logistics coordination in liaison with the CO Safety and Security Focal Point Person.
 

Qualifications

•    Bachelors or Master’s Degree in Business Administration, Accounting, Logistics, Audit or related fields
•    10 years professional experience at a senior management position in resource management and compliance, accounting or grants management.
•    A minimum of three years’ experience in the management of programs funded by the U.S or big bilateral donors Government, including experience managing finance for USAID-funded projects, or other donors. In-depth knowledge of USAID financial management rules and regulations
•    Proven ability in the management of large integrated programs in developing countries; In-depth working knowledge of accounting software packages.
•    Excellent communications and management skills. Excellent computer literacy skills, especially in MS Excel.
•    Good analytical skills.
