After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small businesspersons in the rural areas.

Job Description

The incumbent will be responsible for guiding the overall management and implementation of the UNDP funded ECRAS project. The project will be delivered through CARE (as lead member) and Plan and ICRISAT (as sub-partners) in Chiredzi and Mwenezi districts of Masvingo province.

Key duties and Responsibilities
•    Reviews and analyses project documents such as proposals, log frame, budget, work plan, risk matrix, and other approved documents
•    Engages with staff across all partner organizations to ensure a common approach to project planning and implementation; leads the smooth running of the consortium
•    Leads project start-up processes and activities, identifying and developing strategic partnerships for the project.
•    Provides leadership and direction to the program team and partners, promoting innovation, real-time learning and adoption of good practice
•    Provides oversight and technical assistance, ensuring quality implementation of the project, with particular attention to Value for Money (VfM) and a sustainable resilience approach.
•    Prepares, in coordination with key project staff, strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation
•    Reviews and monitors the implementation of the M&E plan in consultation with the M&E Specialist and M&E Officer 
•    Manages external relations by representing the project and the organization in the public and decision makers ensuring the timely and widespread distribution of information about project achievements and lessons learned
•    Reviews M&E reports and takes corrective actions, ensuring high technical quality of the project
•    Sets the learning agenda for the project and oversees the related process throughout the project life cycle
•    Ensures participation of external stakeholders through Operations Manager and partner Program Managers
•    Provides oversight and technical assistance to project partners as required by the project
•    Prepares reports to the donor as required and submits to ACD-P
•    Develops staff on overall project objectives, implementation strategy, reporting systems and internal controls
•    Carries out ongoing evaluation of staff, identifies performance strengths and deficiencies, and arranges for necessary action (for example, further on the job training);
•    Monitors the overall welfare of staff (such as sickness, workload balance, out-of-work stress), and takes the appropriate action for immediate assistance
•    prepares monthly and quarterly forecasts and implements project activities in line with budget 
•    Reviews project expenditure reports on a monthly basis and donor reports monthly and quarterly and provides feedback to ACD-P 
•    Supports the development and implementation of cultivation activities
•    Represents CARE in national, regional, and local workings groups as advised by the RM working group and ensuring information is collected and fed back
 

Qualifications

•    Advanced University degree in rural development, agricultural economics, agricultural extension, agribusiness or a related field.
•    10 years relevant experience in resilience work and management of related projects,
•    Experience in managing consortium projects with demonstrated capacity to deliver results and manage partner relationships
•     Sound strategic thinking and good planning skills including program/projects budget tracking in line with contractual obligations
•    Ability to work independently, with minimum supervision while being a strong team lead and player
