Job Summary

The incumbent will be responsible for the overall management and implementation of the WFP Cash Transfer program.

Key duties and Responsibilities

  • Reviews and analyses project documents such as proposals, log frames, work plans, budgets, risk matrix and other approved documents.
  • Develops, reviews and updates project implementation plans
  • Engages with staff to ensure a common approach to project implementation.
  • Organizes and leads project start up processes and activities with stakeholders such as partners, government, communities and staff members.
  • Oversees the implementation of project work plan, provides oversight and technical assistance to project partners and stakeholders as per approved project work plan.
  • Manages projects materials, assets and equipment from project inception to closure.
  • Reviews and monitors the implementation of the M&E plan
  • Oversees the conduction of surveys such as rapid assessments, after action review and final evaluation in accordance with the M&E Manager.
  • Reviews M&E reports and takes corrective action, ensuring technical quality of the project.
  • Uses project M & E learning data to reflect, guide project implementation and where necessary propose change or modifications to the program design.
  • Ensures participation of external stakeholders through field supervisors.
  • Ensures participation by project staff and partners in stakeholder meetings, lessons learnt and community functions.
  • Receives and reviews project reports from project staff.
  • Prepares reports to the donor as required.
  • Develops staff on overall project objectives, implementation strategy, reporting systems and internal controls
  • Monitors the overall welfare of project staff
  •  Approves project expenditure in line with budget and approval limits in compliance with donor requirements and internal policies
  • Carries out ongoing evaluation of staff performance.
  • Inputs into proposal development and delegating appropriately
  • Ensures that IASC core principles and Safeguarding standards are met and maintained accordingly.
  • Develops reports and reporting tools for the project.
  • Arranges trainings and trains staff on project database issues.

Qualifications

Qualifications, skills and experience:

  • University Masters degree in Social Sciences, Development Studies, Project Management or equivalent
  • 6 years relevant experience in emergency response, cash and voucher assistance, food security, livelihoods and any other related field.
  • Having previously managed a WFP funded project is an added advantage.
  • Experience in designing and delivering large scale cash transfer programs.
  • Experience in managing projects with demonstrated capacity to deliver results and manage partner relationships
  • Sound strategic thinking and good planning skills including program/projects budget tracking in line with contractual obligations.
  • Ability to work independently, with minimum supervision while being a strong team lead and player
