CARE began working in Zimbabwe in 1992 in response to a severe regional drought. After establishing a drought mitigation program, CARE began longer term developmental programs with local partners in building small dams, strengthening local microfinance institutions, and launching projects to assist small businesspersons in the rural areas.CARE Zimbabwe’s overall goal is to empower disadvantaged and poor households to meet their basic needs. Programs promote sustainable livelihoods of poor and vulnerable people.

CARE International in Zimbabwe is recruiting for an anticipated food security project targeting food insecure areas of Masvingo and Manicaland provinces. This project seeks to achieve sustainable food security with desired high-level objectives of poverty reduction and adaptive and absorptive capacity improved.  The organisation seeks to recruit outstanding candidates who are known for their excellence, professionalism, integrity and who are committed to providing support to vulnerable communities in remote locations of the targeted provinces. Job Description

Reporting to the Chief of Party, the incumbent will promote cohesion across all technical areas, maximizing overall program impact and ensuring that all sectors work together to create multiplier effects across sectors. S/he will also ensure that overall technical implementation quality remains consistent and of high quality among all of the sub-awardees and implementation locations. S/he is accountable for assuring that technical interventions are integrated, layered, and sequenced appropriately at all levels of implementation. 

Key duties and Responsibilities:
•    Provides overall technical guidance and leadership, mentoring, quality control and coordination to strengthen program outcomes. 
•    Advises sector specialists on technical aspects of food and nutrition security.  
•    Supports the Chief of Party in the management of a program structure that favors integration among all sectors.
•    Ensures that cross-cutting themes such as adaptive management, resilience and sustainability are fully included within the program strategy.
•    Ensures that program implementation is responsive to communities, food security needs, and Zimbabwean policies/priorities, and is consistent with CARE’s relevant program guidelines, principles, values and quality standards.
•    Monitors the implementation of activities through regular field visits and assessments to ensure program quality and impact.
•    Oversees program implementation team, ensuring that all staff are following work plans, activities are on schedule, and project deliverables are completed as planned.
•    Promotes accountability, communicate expectations and provide constructive feedback via regular performance reviews.
•    Contributes to program visibility and advocacy work by assisting in dissemination of program research and learning information. 
•    Develops and oversees implementation of capacity building strategy for team members that promotes a culture of learning through systematic analysis and reflection of program data and lessons learned.
•    Coordinates closely with the CLA Lead and the Monitoring & Evaluation Lead to ensure coordination, collaboration and learning and feedback channels are properly synced and continuously utilized by technical staff. 
•    Ensures that implementation activities meet the needs of the people in the communities served and aligns with participant aspirations. 
•    Manages and leads any necessary adaptation to the technical approach of activities to address challenges articulated by participants so that community development aspirations can be met.  
 

Qualifications

•    Master’s degree or PhD in a relevant field plus a minimum of 5 years of relevant experience or Bachelor’s degree and a minimum of 7 years of relevant experience.
•    Demonstrated experience developing and ensuring quality control for technically rigorous, food security integration and collaboration, particularly for sub-grantees and implementation awards.
•    Experience in addressing constraints and limitations and building capacity in systems supporting food security and agriculture, in particular:  government systems, market systems and community based participatory governance related to resources and development processes.
•    Demonstrated understanding of current food and nutrition security and resilience strategic directions and trends in Zimbabwe.
•    Previous management experience on a MYAP, DFAP, or USAID-funded program
•    Experience with experience in monitoring, evaluation and learning is an advantage.
•    Experience with emergency food security programming is an advantage.

•    Excellent, high-level, demonstrated written and oral communications skills in English is required.
