Job Description

The ideal candidate will be responsible for developing and managing project M&E systems to measure results, monitor progress, ensure accountability and contribute to CARE’s evidence base

Key duties and Responsibilities

•    Develops project Monitoring, Evaluation and Learning (MEAL) systems and processes and submits to the Emergency Coordinator 
•    Provides leadership, guidance and mentoring support to program staff to develop strategic approaches to MEAL  in the project
•    Designs and develops all project M&E documents, frameworks, and log frames and provide leadership on project database development and management
•    Develops performance management indicators to track during project implementation 
•    Develops, adopts or adapts relevant data management guidelines for data quality assurance
•    Designs ,adopts or adapts relevant data entry templates for CARE and Donor formats 
•    Develops and/ or adapts M&E training guidelines
•    Ensures project design has logic between activities, outputs, results and indicators
•    Develops M & E system to track and analyse data and report on Food and Nutrition and Climate Change Resilience CO initiatives in various projects
•    Represents CO in Food and Nutrition Security and Climate Change Resilience assessments, studies and research (ZimVAC, Crop and Livestock Assessments, Multi-hazard risk assessments, etc.)
•    Contributes to the development of CARE Zimbabwe evidence base that supports measurable contribution to long term programs for specific impact populations
•    Coordinates baseline, midterm, endline and special surveys in consultation with PM and ensures that data is collected regularly against indicators. 
•    Develops M&E learning standards in consultation with the Emergency Coordinator  
•    Ensures that project results are collected, analyzed ,aggregated and  clear ‘results stories’ are developed  demonstrating outcome and impact of project  activities
•    Coordinates and analyzes output, outcome and impact data to a donor presentable standard ensuring strict adherence to donor standards and regulations
•    Analyses qualitative and quantitative data (e.g. success stories, most significant change, case studies, rolling profiles)
•    Prepares program progress updates on the project as required.
•    Prepares M&E data for the production of progress, monthly, quarterly, semi-annual and annual reports to donors and partners
•    Collaborates and coordinates with government departments, UN agencies, NGOs, and other organizations on monitoring and evaluation issues
•    Maintains relationship with all key stakeholders, including GoZ departments and donor partners
•    Trains staff, or arranges for the training of staff
 

Qualifications

•    Degree in Statistics, Education, Social Sciences  or equivalent
•    Certificate in monitoring and evaluation will be an added advantage
•    4-5 years working experience of monitoring and evaluation of education related projects at senior level with extensive knowledge of monitoring and evaluation methodologies
