The California Independent System Operator (ISO) manages the flow of electricity across the high-voltage, long-distance power lines that make up 80 percent of California's power grid. We safeguard the economy and well-being of 30 million Californians by operating the grid reliably 24/7.

As the impartial grid operator, the California ISO opens access to the wholesale power market that is designed to diversify resources and lower prices. It also grants equal access to 25,865 circuit-miles of power lines and reduces barriers to diverse resources competing to bring power to customers.

The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently—managing the electron traffic on a power grid we do not own—making sure electricity is safely delivered to utilities and consumers on time and reliably.

Job Description

Under the general direction of the Chief Operating Officer, the Executive Director Program and Application Management (PAM) directs and leads the planning and execution of strategic initiatives at the enterprise level.  Provides executive level management in the Enterprise Program Management Office (EPMO), Corporate Systems, and Software Engineering (SE) areas. Oversees teams responsible for the management of enterprise wide planning and execution of projects and the development and integration of business solutions in support of new projects or improvements to existing systems and processes. Provides executive level input and facilitates the Enterprise Board (EB) and Enterprise Priority List (EPL) to ensure that execution of corporate goals and other core work is properly prioritized and sequenced to meet the ISO’s strategic goals. Leads centers of excellence to maintain process and software quality and compliance.  Provides enterprise wide capital budget management and vendor relationship management. 

What you will be doing:

  • Oversees the executive governance decision making process by preparing, facilitating and participating in the EB.  Oversees the enterprise-wide and prioritized EPL with input from all divisions to facilitate executive leadership decision making so that work can be appropriately prioritized and sequenced based on available resources. 
  • Provides strategic oversight of multi-disciplinary and cross-departmental initiatives to ensure that the product of such efforts is consistent with, and achieves corporate strategic objectives, aligns with regulatory requirements, relates to or enhances the corporation’s core functions and collectively addresses the objectives of all departments.
  • At the request of the COO, sponsors or co-sponsors specific corporate goals, and assists the COO and the WEIM Executive Sponsor in regional integration opportunities by overseeing new entrant onboarding, enterprise level coordination, and executive level reporting.
  • Collaborates extensively with the VP of Power Systems and Market Technology to plan and deliver technology solutions for reliability, market and other corporate initiatives.
  • Co-sponsor of joint continuous improvement initiatives in collaboration with the VP Systems Operations and VP PSMT to ensure that to improve the usability of our tools and to introduce new capabilities to run the grid in a more efficient manner, consistent with the integration of new technologies including:  Renewables, DR, and Storage.  Aspire for all employees to feel a sense of pride in our processes, tools and technology.
  • Collaborates with the VP of Power Systems and Market Technology to develop plans consistent with the Technology Roadmap to improve the ISO’s technology platform capabilities in terms of user interface / visualization / data analytics, integration framework and common libraries, software development tools, and mitigate the use of end of life technology.
  • Provides the Executive Management with leadership support in the annual prioritization of capital projects and programs.
  • Co-sponsors the records retention program with the VP of General Counsel, Chief Compliance Officer & Corporate Secretary.

Qualifications

Level of Education 

  • Bachelor’s degree (BA, BS) or equivalent education, training or experience in Business, Program Management, Software Engineering

  • Master’s Degree and/or MBA preferred.

Amount of Experience 

  • Equivalent years of education and training, plus ten (10) or more years related experience.

Type of Experience 

  • Program/project management experience, managing complex, cross-departmental activities and efforts; organization development and strategic planning; process development and improvements; and strict change management process.    
  • Information technology, product development, and application development experience.
  • Demonstrated strategic planning, leadership and technical skills in managing a large group of diverse professionals.  
  • Budget and forecasting experience and ability to optimize the use of resources at the enterprise level.
  • Broad knowledge of utility industry, including issues at the Federal, State and local level is desirable.

  • Strong management skills with the ability to work effectively in a team environment as leader, facilitator and team member. Thorough knowledge of information technology systems development and support activities.  Excellent written and verbal communication and analytical skills required.  Must be able to effectively document and convey technical information to non-technical audiences.  Must be self-starting and able to work independently in a dynamic corporate organization under pressure of tight deadlines and aggressive expectations.
