Job Description

Under the general direction of the Manager,  identifies, analyzes, manages and enforces tariff and interconnection agreement obligations for generation projects in the ISO interconnection queue, generator repowering and qualifying facility conversion.  Responsible for continually tracking agreement milestones to ensure the project is meeting the agreement terms and conditions, independently identifies and resolves complex issues and specialized technical queue information, ensures progress in negotiating amendments to interconnection agreements due to queue management approved modifications, and ensures the participating transmission owner is also meeting milestones.  Acts as a project manager with Interconnection Customers, Participating Transmission Owners and/or CAISO staff.  Independently analyzes and ensures information that is sent to interconnection customers is correct, validates generation technical data, ensures that milestones are implemented consistent with the agreement, and transmission upgrades required for the generation project to energize are on track.  Performs queue reporting, updates Resource Information Management System for corporate use and other related functions as appropriate.  Supports the contract negotiation process during high work load periods in independently negotiating interconnection amendments, assisting in analysis of issues for resolution and meetings with external customers and managing projects and other areas as necessary. 

What you will be doing:

  • Administers the CAISO Tariff, including the interconnection agreements and interconnection procedures, as it pertains to the management of the generation interconnection queue, working directly and independently with CAISO, interconnection customers and Participating TO staff as required, including research, analysis and implementation of generator interconnection agreement modifications, analysis of agreement suspension and breach, and routinely coordinates with legal and at times with management to provide recommendations regarding issues associated with the pro forma portion of the CAISO Tariff and Generation Interconnection Agreement (GIA) to ensure compliance.
  • Acts as project manager for individual projects, analyzes on an ongoing basis the status of interconnection customer’s progress and their adherence to GIA documented project specific terms, milestones and conditions through direct communications and reports with interconnection customers, Participating TOs, external agencies, ISO interconnection specialists, ISO contract specialists, ISO engineers, and others.  Reports to management and legal when projects are not meeting the terms and conditions of the GIA and, based on investigations and inquiry, makes decisions on next steps for the ISO and PTO.  Communicates to interconnection customer when project is not meeting timelines or GIA terms. 
  • Leads or participates in development of new generation interconnection policy and discussions internally regarding development of the policy including independently adding ideas and authoring sections of the various stakeholder papers.  Then leads or participates in discussions with external customers and Participating TOs regarding the proposed policy.  Once the policy is determined, responsible for writing tariff language and defending the language in the stakeholder process.  Also responsible for writing the appropriate section(s) of the transmittal letter to FERC that legal then approves. 
  • Ensures policy related decisions regarding generation project compliance determinations are documented, memorialized, and included in a Business Practice Manual as applicable by developing an implementation plan.
  • Responsible for ensuring that queue management efforts are timely and accurately reflected in the Resource Interconnection Management System (RIMS) database, the on-line generation interconnection queue, and other applicable corporate databases that manage tracking of key dates and milestones of generation interconnection projects to ensure reliability of the grid.
  • As a project manager, maintains records storage and backup documentation of all interconnection customer correspondence.

Qualifications

Level of Education 

  • A Bachelor's degree (BA, BS) or equivalent education, training or experience in Engineering, Project Management, Business, Law, or related field. 

  • Master’s Degree preferred.

Amount of Experience 

  • Equivalent years of education and training, plus five (5) or more years related experience.

Type of Experience 

  • Experience in the process, management and tracking of interconnection generation projects and construction and operation of transmission facilities, contract negotiation and contract management and implementation, preferably in the electric utility industry. 
  • Working knowledge and well versed in generation technology, electrical equipment, and operating characteristics. 
  • Experience with federal and state governmental requirements for generator interconnection and the CAISO tariff - with experience with tariff compliance and the ability to maintain and meet strict tariff deadlines. 
  • Proven ability to create and implement innovative techniques to improve efficiencies in company policies, procedures, and tracking tools, customer service, and the overall generator interconnection experience.
  • Experience building and maintaining relationships within a team and with other internal and external stakeholders.
  • Experience obtaining results as an individual contributor and through team coordination and communication is expected.

  • Ability to use deductive reasoning and analytical thinking with sound judgment and decision-making skills.  Excellent interpersonal and conflict resolution skills are also essential.
