The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently—managing the electron traffic on a power grid we do not own—making sure electricity is safely delivered to utilities and consumers on time and reliably.

Job Description

Under the general direction of the Director, manages the day-to-day operations and staff responsible for performing market analysis, reporting market performance and supporting production activities of commitment costs.  Reviews market results to ensure results are consistent with ISO Tariff, BPM and other protocols and procedures.    Ensures that appropriate analytical and engineering methods are used to assess the market performance.  Oversees default energy and indices calculations as well as the calculation of opportunity costs adders. Analyses and monitors the performance of congestion revenue rights and settlements.  Provides technical engineering expertise related to market clearing economic principles, cost optimization technologies, transmission system and resource operating characteristics, and price analysis in the design of market operations software, processes, and policies

What you will be doing:

  • Manages the day-to-day for the Market Analysis operations and staff.  Responsible for providing broad direction and guidance, identifies training needs, coaches and gives feedback on employee performance, develops staff performance plans, makes recommendations with respect to the hiring, firing, advancement, promotion or any other change in the status of direct reports, and performs related activities as appropriate.

  • Oversees, prioritizes, and escalates issue management related to the operation, quality and efficiency of the ISO electricity markets and settlements. Collaborates with other managers within the division to provide supporting analysis in the  development of market initiatives.

  • Develops reports and presentations regarding market analysis and development for stakeholders, senior management, staff, and other internal groups to facilitate understanding of ISO markets and the current health of the market. Responsible for providing analyses, reports, charts and presentations to support special studies, investigations, board meetings, and market performance results.

  • Coordinates with the managers involved in market analysis and related tasks in other business units to best leverage analysis efforts across the organization. Responsible for monitoring  metrics for measuring expected and actual benefits of new market initiatives.

  • Oversees the daily tasks and development of the default energy and index calculator used for the determination of commitment costs and market power mitigation. Responsible for ensuring the generation and maintenance of the opportunity costs adders and fuel regions, 

  • Provides engineering and technical leadership to staff on market analysis techniques, optimality of results, root cause analysis, impact assessments and corrective actions. Provides leadership and training to staff and other internal departments on data requirements and market performance analysis.

Qualifications

Level of Education 

  • A Bachelor's degree (BA, BS) or equivalent education, training or experience in Engineering or Economics.

  • Master’s Degree preferred.

Amount of Experience 

  • Equivalent years of education and training, plus ten (10) or more years related experience.

Certifications 

  • NERC certification preferred.

Type of Experience 

  • Experience in a combination of the following areas:  ISO markets, market design, power systems operations, market performance monitoring, utility operations and planning, energy trading, regulatory and policy analysis, operations research, data science, analysis of electric utility systems, production costs and/or competitive commodity markets. 
  • Regulatory, economic, and data analysis experience is required. 
  • Experience managing a highly technical staff is also required.  
  • Experience with economics, electric utility industry, deregulation, commodity market design, programming concepts and finance is desirable. 
  • Advanced power system operations and principles, optimization techniques, California power transmission networks, or network modeling experience is also desirable

  • Must be able to handle a dynamic and changing work environment, and work well independently. 

  • Programming skills in at least two languages such as R, Phyton, SAS, Matlab, GAMS and AMPL is preferred.

  • Must be able to adjust priorities and assignments in a fast-paced environment  as well as manage the rotation cycle of staff that provides daily validation for the day-ahead and real-time markets.
