The California Independent System Operator (ISO) manages the flow of electricity across the high-voltage, long-distance power lines that make up 80 percent of California's power grid. We safeguard the economy and well-being of 30 million Californians by "keeping the lights on" 24/7.

As the impartial grid operator, the California ISO opens access to the wholesale power market that is designed to diversify resources and lower prices. It also grants equal access to 25,865 circuit-miles of power lines and reduces barriers to diverse resources competing to bring power to customers.

The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently—managing the electron traffic on a power grid we do not own—making sure electricity is safely delivered to utilities and consumers on time and reliably.

Job Description

Under the supervision of the Manager, Paralegal and Office Administration, responds to various legal and non-legal research and documentation requests from the CAISO attorneys. Primary responsible for maintaining the CAISO Tariffs and assisting attorneys with Tariff-related filings and projects.  Assist with monitoring and dissemination of information from electronic services about relevant agency orders and, as appropriate, regulations, legislative proposals and other matters, including compilation, production and organization of data as requested and other departmental matters

What You Will Be Doing

  • Maintains the CAISO Tariffs
  • Assists attorneys with Tariff-related filings and projects, including management of the stakeholder review process for draft tariff language
  • Represents CAISO in e-Tariff related proceedings
  • Implements and manages E-Tariff requirements once they become effective
  • Assists with monitoring and dissemination of information from electronic services about relevant agency orders, regulations, legislative proposals and other relevant communications
  • Compiles, produces and organizes materials as requested
  • Drafts regulatory filings as needed
  • Assists with posting of legal and other documents on the internal web page and external website
  • Provides back-up to other Paralegals as needed
  • Adheres to and supports the Core Values of the ISO
  • Performs related duties and activities as assigned

Qualifications

Level of Education and Discipline

  • Bachelor’s degree or equivalent education desired, training or experience in Business, Information Technology, Economics, Public Policy or related field.

Amount of Experience

  • Equivalent years of education and training, plus two (2) or more years related experience.

Certifications

  • None Required

Type of Experience

  • ISO/RTO, public utility, public agency, or tariff administration experience. 
  • Prior experience in document production & control strongly desired. 
  • Experience with management of documentation through electronic/web based document management system strongly desired. 
  • Experience adhering to document control procedures and compliance with confidentiality and audit protocols strongly desired. 
  • Familiarity with regulatory contracts or interconnection into Bulk Electric System extremely helpful. 
  • Administrative agency rules and regulations and/or electrical energy industry experience is helpful.

Additional Skills and Abilities

  • Must be proficient with Microsoft Office Suite. 
  • Strong verbal and written communication and documentation skills required, with a demonstrated attention to detail. 
  • Ability to use deductive reasoning and analytical thinking with sound judgment and decision-making skills.  
  • Strong interpersonal and conflict resolution skills are also essential. 
  • Must be self-starting and willing and able to work independently in a dynamic corporate organization under pressure of tight deadlines and aggressive expectations. 
  • Problem solving skills with the ability to influence others without direct authority. 
  • Must be able to work effectively in a team environment as facilitator and team member.  
  • Must be able to accurately and efficiently review and/or produce large volumes of documents in electronic format. 
  • Excellent organizational skills required.
