As the impartial grid operator, the California ISO opens access to the wholesale power market that is designed to diversify resources and lower prices. The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently—managing the electron traffic on a power grid we do not own—making sure electricity is safely delivered to utilities and consumers on time and reliably.

Job Description

Under the general direction of the Manager, the Contracts Analyst negotiations, development and implementation of contracts and contract amendments, of general complexity, including pro forma and reliability contracts.  Identifies and resolves questions from ISO customers and internal business units relating to the intent and obligations of the existing ISO agreements, applicability of agreements, and nature and required conditions for exceptions.  Facilitates corrections and modifications in contract terms to update contracts on an as needed basis.  Assists with compliance management of department records and oversees off-site document retention and storage processes.  Recommends and coordinates process and business system changes to improve efficiency and the customer experience.

What You Will Be Doing

  • Acts as point-of-contact to resolve contract related issues, including contract interpretation and implementation issues for stakeholders and other internal personnel.  Disseminates information to stakeholders as appropriate.  
  • Partners with ISO staff to research contract compliance and other related legal issues.
  • Creates contract solutions, evaluates contract terms, conditions and client or ISO performance requirements, and provides provisions that best meet company requirements.
  • Administers, implements, updates, and prepares agreements, amendments, assignments, project name changes and terminations of contracts. 
  • Researches and provides contract related information to internal departments and management. 
  • Monitors the status of contracts through interaction with internal business units, departments and projects. 
  • Facilitates corrections and modifications in contract terms to update contracts as needed.
  • Partners with department personnel and internal business units to support the timely and effective use of corporate processes and procedures.  Collaborates with colleagues to develop "best practices" policies and procedures for department management.
  • Supports the corporate database that manages the Tariff, protocols and regulatory contracts.  Supports the development and implementation of the uniform system for tracking contract changes (e.g., schedule revisions).  Prepares and files the Electronic Quarterly Reporting with the Federal Energy Regulatory Commission, and supports such efforts.
  • Participates in the preparation, negotiation and administration of corporate contracts, including pro forma and reliability contracts.

Qualifications

Level of Education and Discipline

  • A Bachelor's degree (BA, BS) or equivalent education, training or experience in Business, Law, Engineering or related field.

Amount of Experience

  • Equivalent years of education and training, plus two (2) or more years related experience

Type of Experience

  • Contract development and contract administration, preferably in the electric utility industry. 
  • Experience in records management, including records management standards.  Experience developing and/or enhancing processes for contract administration or related business processes. 
  • Customer service experience.
  • Familiarity with governmental procedures/requirements. 
  • Project management experience desirable.
  • Strong verbal and written communication, persuasion/negotiation and documentation skills required, with a demonstrated attention to detail.
  • Ability to use deductive reasoning and analytical thinking with sound judgement.
  • Strong interpersonal and conflict resolution skills are also essential.
  • Must be self-starting and willing and able to work independently in a dynamic corporate organization under pressure of tight deadlines and aggressive expectations.
  • Problem solving skills with the ability to influence others without direct authority. Must be able to work effectively in a team environment as facilitator and team member.
  • Must be proficient in Microsoft Office Suite, including Access, and SQL database and application.
  • Ability to manage confidential and sensitive information and documents in a professional manner. 
  • Ability to create and implement tracking procedures and streamline processing techniques. 
  • Must have excellent multi-tasking, critical thinking, and decision-making skills.
