The California Independent System Operator (ISO) manages the flow of electricity across the high-voltage, long-distance power lines that make up 80 percent of California's power grid. We safeguard the economy and well-being of 30 million Californians by "keeping the lights on" 24/7.

As the impartial grid operator, the California ISO opens access to the wholesale power market that is designed to diversify resources and lower prices. It also grants equal access to 25,865 circuit-miles of power lines and reduces barriers to diverse resources competing to bring power to customers.

The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently—managing the electron traffic on a power grid we do not own—making sure electricity is safely delivered to utilities and consumers on time and reliably.

Job Description

Under the general direction of the manager, responsible for supporting the corporate and divisional budgets including budget planning, creation, cost center support, negotiation and implementation.  Administers requests for information and the proposal process for division related budget issues, including the development of analyses and reporting requirements.  Provides insights and recommendations on budget mitigation options.  Supports the management of operations and maintenance expenses as needed.

What You Will Be Doing:

  • Assists in the development and management of the company-wide budget, providing on-going administration and monitoring of the budget process.  Supports the management of operations and maintenance expenses such as tracking invoice payments for major contracts against annual operations budgets, and researching purchases and payments to support present actions.  Provides regular updates on contract and budget status, pending issues and mitigation opportunities to the Manager.
  • Partners with financial staff in the integration of budget development into the rate development process. 
  • Participates in the cost management program, which includes cost reduction hypothesis development, identification of cost saving opportunities and development of realization approaches for material cost savings in the Corporate budget.
  • Recognizes improvement needs in the budget lifecycle procedures and process and provides recommendations to the Director.
  • Assists in the creation of a monthly and annual O&M forecast and financial reporting.
     

Qualifications

Level of Education and Discipline

  • A Bachelor’s degree (BA, BS) or equivalent education, training or experience in Finance, Accounting, Business, Economics or closely related field.

Amount of Experience

  • Equivalent years of education and training, plus two (2) years or more of related experience.

Type of Experience

  • Experience with analyzing financial data and importing/exporting into an Excel spreadsheet environment.  
  • Contract analysis and negotiations.  
  • Experience with telecommunications/network contracts.  
  • Knowledge of financial planning, scheduling, and budgeting. 
  • Experience in creating status reports, cost accrual/expenditure presentations and projections.  
  • Familiarity with automated financial accounting systems and the extraction of data from these systems into Excel.  
  • Energy industry experience desired.

  • Demonstrated ability to maintain a high degree of confidentiality and proven ability to manage sensitive information in a professional manner required.
  • Strong verbal and written communication and documentation skills required, with a demonstrated attention to detail.
  • Ability to use deductive reasoning and analytical thinking with sound judgement and decision-making skills
  • Strong interpersonal and conflict resolution skills are also essential.
  • Must be self-starting and willing and able to work independently in a dynamic corporate organization under pressure of tight deadlines and aggressive expectations
