The Organization

CHI St. Francis Health is a faith-based health care ministry serving a population near the
head of the Red River basin, located in Breckenridge Minnesota. It was founded by the
Franciscan Sisters of Little Falls in 1899 and is now part of Catholic Health Initiatives
(CHI). The St. Francis Healthcare Campus includes a general medical and surgical
hospital and combined nursing home.

The hospital is a licensed 25-bed Critical Access Hospital (CAH) that is the acute care
component of a new, $26 Million Hospital and Nursing Home campus that was built on
the north edge of town in 2006. Last year almost 6,000 patients visited the hospital's
emergency room. The hospital had a 
total of 1,020 admissions. Its physicians performed 165 inpatient and 1,202 outpatient surgeries and there were 170 live births. There are about a dozen local area physicians across multiple specialties that are affiliated with the hospital. The hospital owns the Milnor Clinic, which is located about 40 miles from the hospital in Milnor, North Dakota. It also just opened a walk-in clinic on its main campus.The hospital has a swing bed program, and it operates a busy medical wellness – rehabilitative service with aquatic therapy.

The St. Francis Nursing Home is licensed for 120 beds. Of these, 80 beds are operating
and 40 beds are “on hold.” The Nursing Home is a CMS Five-Star Quality Rated facility
with high-quality resident-centered care and wonderful reputation in the area. Some of the
nursing staff are cross-trained to be able to work in both the hospital and the nursing
home.

CHI St. Francis Health is financially sound with a history of recent positive margins. It is
anticipating a 2016/2017 net revenue budget of $33 Million. 

The Position Location

CHI St. Francis Health is located in Breckenridge, a community of 4,000 located just off of Highway 75 and 210 in the Red River Valley. Breckenridge is located right across the river from Wahpeton, ND. These “Twin Cities” offer a high-quality of life in a rural, yet rich environment for residents, businesses, and visitors. 











Job Description

The VP-PCS will be responsible for the professional and efficient management of
operations for all patient care areas of the hospital
. This clinical executive will be
expected to provide leadership, vision and direction to nursing services, guide the
development of professional standards and practices, and serve as advocate for nursing.
The VP-PCS will oversee all activities and personnel involved with the day-to-day
operation of patient care services and facilitate an interdisciplinary team approach to the
delivery of care. This person will be responsible not only for all inpatient and outpatient
nursing at CHI St. Francis Health, but Pharmacy, Utilization Review, Nursing Education,
Infection Control, Performance Improvement and Anesthesiology. The VP-PCS will also
serve as the organization’s Risk Manager.

The VP-PCS will participate in the Medical Executive Committee, all other medical staff
committees, the Patient Advisory Council, the Fire Disaster Committee, charge master
revenue cycle meetings, and all quarterly Board Meetings. The position will also share
“on-call” rotation with the other members of the CHI St. Francis Health Senior
Leadership Team.


Reporting Relationships


The Vice President of Patient Care Services (VP-PCS) reports directly to the Senior Vice
President and Chief Nursing Officer for the CHI Fargo Division, Mary Helland, with a
matrix reporting relationship to President of CHI St. Francis Health, David Nelson. The
VP-PCS will be a member of the five-member CHI St. Francis Health Senior Leadership
Team, which meets Tuesday mornings.

Direct reports to the VP-PCS include Managers and Directors for Acute Care Nursing,
Pharmacy, Utilization Review, Nurse Staff Education, Infection Control, Performance
Improvement and Anesthesiology.





Qualifications


  • Minimum of five years progressively more responsible administrative experience including successfully leading multiple clinical units and serving as a contributing

    member of a senior leadership team in a relevant healthcare setting.



  • The ability to obtain a Minnesota nursing license.


  • National certification in Nursing Leadership is preferred.

  • Previous CNE experience in another CAH or Director from a larger hospital setting would be most appropriate.

  • A visionary leader with excellent team building and development skills who is willing to mentor, coach and empower the team. Able to take the vision and strategy to the front lines.

  • A strong operations leader with a track record of understanding and achieving operational excellence, quality outcomes, and productivity goals.

  • Excellent physician relationship skills and the ability to work collegially with medical professionals and institutions in partnership toward common objectives.

  • Sound financial business acumen, that is, experience with business and the financial aspects of clinical management, a good understanding of both revenue cycle and the budget process.

  • Experience working across lines of authority and demonstrated success with breaking down traditional silos. Demonstrated ability to develop collaborative teams and integrated services and programs.

  • An understanding of information systems and technology related to the management and analysis of clinical data, including experience managing through an EHR system such as Meditech.
  • Strong analytical and problem-solving skills with a focus on fixing problems.

  • An understanding and working knowledge of Joint Commission accreditation.

  • A track record of active involvement in the nursing profession and/or other related professional organizations (i.e. AONE, ANCC, ACHE, etc.).

  • A patient-focused leader with strong patient safety and quality improvement skills.

  • Solid understanding of regulatory issues and ability to educate staff on how they impact patient care.
  • Active clinical knowledge, but possessing leadership skills gained from the experience of facilitating or managing successful patient care services.

  • Effective written and oral communication and presentation skills and the ability to
     communicate at all levels of the organization.

  • Education:  A BSN is required for this position. Advanced educational preparation in Patient Care
  1. Administration or a Master’s Degree in healthcare administration or a related field is also
    required.
