Job Description

We are an industry leader in the heavy civil construction of water and wastewater facilities, is currently seeking a Project Engineer to support a $300m large-diameter water pipeline project located in the Portland, OR area. This pipeline is part of a larger effort to ultimately supply 135 million gallons of water a day to the Portland community by Fall of 2028.

This position is accountable for supporting all aspects of delivery for pipeline work that may include shop drawing and RFI management, As Built maintenance, contract management, change management, quality management, and issues management. The Project Engineer must ensure work is performed in accordance with the contract documents and other engineering standards.

 

Essential Functions

RFIs and Submittals: 60%

  • Using analytical skills, review requests for information from subcontractors for clarity and confirm information that cannot be discerned from the contract documents. Shepherd through the Engineer of Record response process and post RFI’s to the As Built contract documents.
  • Use engineering skills to analyze subcontractor and manufacturer’s submittals against contract documents, including exercising discretion to determine if a proffered substitution is sufficiently comparable to recommend for approval.
  • Manage the submittal process, including reviewing and approving shop drawings, using engineering judgment to ensure compliance with project specifications and industry standards.
  • Conduct thorough technical reviews of submittals, identifying deviations from project requirements and coordinating with relevant parties to address and resolve issues.

 

Project Coordination, Communication, and Problem Solving: 30%

  • Provide support to the Trade Package Project Managers and Site Superintendents.
  • Shop Drawing Management – Use technical and analytical skills to review shop drawings for general compliance with contract documents and coordination with relevant equipment. Shepherd through the Engineer of Record review and approval process.
  • Change Management – In coordination with PMs and Superintendents, use analyze proposed change orders against the contract documents, and use engineering judgment to assess the validity of the proposed cost estimates for the work. Assist in the management of Time and Materials tickets where required on executed change orders and force account work.
  • Scheduling – Link shop drawings to construction schedule activities to ensure timely completion and support PMs in weekly progress updates with the trade contractors and program schedule team in submittal status.
  • Issues Management – Attend routine meetings and track critical issues requiring resolution to maintain construction progress. Drive issues to conclusion through active communications with responsible parties.
  • Quality – Responsible for understanding quality requirements of assigned trade packages and coordinate with trade contractors and Program Quality team to ensure that quality activities are planned, executed, and documented according to contract requirements.
  • Safety - Responsible for the safe conduct of MWH personnel to ensure a zero-accident project. Ensure all site personnel meet minimum safety requirements (e.g. training, orientations, tools and equipment).
  • Work in a manner to ensure your personal safety and that of fellow employees by following company health and safety guidelines and policies.

Documentation and Record Keeping: 10%

  • Maintain accurate and up-to-date documentation of all RFI’s, submittals, and related correspondence.

 

 

Qualifications

Basic Qualifications

  • BS degree in engineering required
  • 2+ years of experience in project engineering or field engineering.
  • Prior pipeline project experience.
  • Familiarity with reading contract drawings and specifications, and basic construction principles and practices.

Preferred Qualifications

  • Prior experience in the water/wastewater industry, or similar industries.
