CASES is one of New York City’s leading providers of alternative-to-incarceration (ATI) programs for youth and people with behavioral health needs. CASES is implementing new program models within our citywide ATI programs for youth and young adults and for people with mental illness and serious mental illness. The Clinical Supervisor is a senior member of the ATI Centralized Screening and Assessment Team responsible for supervising a borough-based intake team that conducts evaluations to identify eligible participants, prepare reports in a timely manner, and, when necessary, provides advocacy to criminal justice stakeholders (e.g., prosecutors and judges) related to assessment findings and potential ATI recommendations. CASES seeks a mission-driven manager with advanced evaluation and clinical leadership. Ideal candidates are supervisors committed to social justice, evidence-based practices, the goals of public safety and violence risk assessment and management, and the principles of positive youth development and recovery-oriented and trauma-informed services. 

Job Description

  • Develop and maintain excellent relationships with public defenders, judges, the District Attorney’s office, and Office of Court Administration (OCA) problem-solving courts to facilitate referrals and ATI intakes  
  • Supervise a team of licensed clinicians conducting evaluations and advocating for eligible individuals to participate in CASES’ ATI programs  
  • Support violence risk assessment utilizing the HCR-20 v3 assessment  
  • Provide consultation to intake clinicians interpreting evaluation findings and program and treatment recommendations 
  • Participate as a member of the assessment team working with expert external consultants to implement the Short Term Assessment of Risk and Treatability (START) adult and adolescent version as the core ATI assessment 
  • Coordinate formal evaluation reports, in compliance with ATI assessment requirements and quality standards 
  • Triage eligible participants to the appropriate ATI program based on the results of the assessment  
  • Ensure court-ready reports in advance of scheduled court dates, except in emergency or expedited situations 
  • Provide clinical consultation on problematic cases conducted by intake staff 
  • Utilize the intake psychologist for complex and high-risk referrals 
  • Coordinate the screening and assessment of individuals referred from Kirby Forensic Psychiatric Center who have received restoration-of-competency services following arrest and pretrial detention 
  • Collaborate with CASES’ ATI Team Leaders and Program Directors responsible for ATI programming to ensure participants achieve successful engagement in borough-based services 
  • Conduct clinical supervision, case review meetings, staff meetings, and in-service training programs 
  • Participate in relevant quality improvement, staff training, coaching, and planning activities 
  • Participate in quarterly reporting, quality assurance, program fidelity, and continuous quality improvement activities with the ATI Program Directors and the Director of ATI Implementation and Fidelity to analyze intake services, trends, and outcomes; specific to the results of these analyses, implement corrective action/process improvement plans  
  • Encourage and value participant and family member/significant other input to inform, revise, and shape intake operations  
  • Provide culturally competent services ensuring the consideration of the role of cultural, social, economic, ethnic, racial, and behavioral factors including racism in the accessibility, availability, and delivery of evaluation services  
  • Other duties as required by the Director, Senior Director, and Executive Team  

Qualifications

  • LMSW, LCSW, LMHC—prefer licensed clinicians with criminal justice experience 
  • 1+ years of management experience in youth development, mental health, and/or criminal justice with a verifiable track record of achievement in managing a clinical team 
  • Training in HCR-20 
  • Excellent written, oral, presentation, and facilitation skills 
  • 2+ years of experience with comprehensive clinical assessment  
  • Strong interpersonal and communication skills 
  • Fluency in Spanish preferred 
  • Strong personal and/or professional experience in and/or knowledge of borough (Bronx, Brooklyn, or Manhattan) preferred
