Work Location: Central Harlem and Downtown Brooklyn

Overview: CASES is a New York City agency working at the forefront of the intersection between behavioral health and involvement in the criminal justice system. Our mission is to increase public safety through innovative services that reduce crime and incarceration, improve behavioral health, promote recovery and rehabilitation, and create opportunities for success in the community. The Behavioral Health division consists of a continuum of services for justice-involved individuals with serious mental illness, including outpatient clinic, health home care management, assertive community treatment (ACT), and intensive mobile treatment (IMT). The Entitlements Specialist is responsible for ensuring that all clients enrolled in ACT programs have active Medicaid. 

•    Educate clients about the benefits of active Medicaid health insurance.
•    Encourage clients to enroll in the Medicaid plan of their choice.
•    Assist clients in completing Medicaid applications. 
•    Help clients obtain personal documents necessary to activate Medicaid (e.g., state-issued identification, birth certificate, social security card). 
•    Escort clients to government offices to activate Medicaid. 
•    Obtain necessary consents/releases to assist clients with entitlements issues. 
•    Submit invoices to activate Medicaid for clients with spend downs.
•    Work with ACT Team Leaders and other staff to ensure that entitlements services are reflected in client service plans as part of holistic ACT treatment. 
•    Document entitlements services in the electronic medical record in an accurate, thorough, and timely manner, as per program guidelines.
•    Track Medicaid-eligibility weekly, upcoming changes in insurance status, and recertification dates.
•    Use available databases and their reporting functions to conduct job duties, such as the Footholds AWARDS electronic medical record, ePACES/eMedNY batch eligibility reports, and Health Commerce System (HCS) Medicaid Analytics Performance Portal (MAPP).
•    Keep abreast of current city, state, and federal regulations, laws, and initiatives pertaining to entitlements; attend relevant trainings.
•    Provide all services in a culturally-sensitive, trauma-informed, and recovery-oriented manner. 
•    Other related duties as assigned by senior staff.
 

•    Candidate must have a comprehensive and detailed understanding of federal, state, and local benefits and entitlement systems, especially related to Medicaid insurance. The ideal candidate will have 3+ years of experience doing similar work.
•    Candidate should have excellent interpersonal, communication, engagement, motivational interviewing, and advocacy skills. A high level of self-motivation and independence are essential.
•    Persons with lived experience in obtaining Medicaid coverage and related entitlements are strongly encouraged to apply.
•    Fluency in Spanish a plus.
