Job Description

Department: Court Services 

Report to: Senior Director, Court Services

Location: Harlem Office (occasional travel to Brooklyn office as well as multiple court offices)

Overview: CASES seeks a research analyst to implement processes for the analysis and modeling of criminal justice and behavioral health program outcome data to enable planning and the implementation of informed business decisions. The Analyst uses CASES’ alternative-to-incarceration, alternative-to-detention, re-entry, and mental health treatment programs, and education, career and enrichment services data and analytics to answer pressing questions about outcomes, criminal recidivism, client needs, population health and the value of our services to Criminal Justice Agencies and government and private funders. The Analyst will be a thought partner with the Senior Director, planning, development, information services, quality assurance and fiscal staff. In this role the Analyst will create datasets from multiple sources and databases. This individual will be highly analytical and thrive in a team-based environment. Initial responsibilities will focus on the assessment of available structured and unstructured program data and on the analysis of client utilization of CASES’ programs and program performance.

•    Create and maintain datasets for analysis from various programs for short-term and long-term program evaluation.
•    Think creatively about how ATI/ATD and reentry programs and other programs at CASES including the educational, career and enrichments services, care management, behavioral health and primary care services are represented by data.
•    Collaborate as a liaison between program directors, information services, grants and contracts and data analysts by participating in activities and meetings to develop Salesforce functioning and increase data integrity.
•    Facilitate reports and dashboards for supervisory and line staff in the interest of data integrity. 
•    Perform ad hoc analyses and interpret results to inform planning, development and communication activities.
•    Create compelling presentations with data visualizations to communicate insights to program managers/supervisors, senior staff and criminal justice and government stakeholders. 
•    Support program directors and Senior Director in preparing quarterly and other narrative reports inclusive of contract data and help to provide interpretation of the data. 
•    Recognize and identify problems with data collection and appropriately communicate with program supervisors, escalating issues to supervisor as needed. 
•    Establish procedures and communicate problems and changes needed to rectify data collection and support all systems towards data integrity.
•    Perform quality assurance functions in all aspects of data collection, coding and analysis. 
•    Prepare and collaborate in the preparation of meeting, briefing and final reports for presentation.
•    Perform project management for start-up and ongoing programs as required by Senior Director.
•    Take, transcribe and distribute meeting minutes and manages to-do list of action items for staff.
•    Conduct literature review and read, analyze and develop summaries/highlights of research publications, risk assessment reports, arrest trends, bail services reports, clinical quality indicator reports and criminal justice research and reports.
•    Provides administrative support for the unit as necessary.
•    Complete special projects to improve programs performance.
•    Deliver projects on time with minimal needed oversight or supervision. 
•    Develop expertise in Salesforce database to extract data for analysis.
•    Identifying, analyzing and interpreting trends and patterns in data sets to help determine priorities and support program evaluation. 
•    Create and facilitate a welcoming, pleasant and professional work environment to facilitate effective communication and working relationships between departments to support data driven decision-making.
•    Utilize and value program staff and senior staff contributions towards understanding program performance and the interpretation of program outcome data to inform, revise and shape evaluation activities.
•    Communicate clearly and accurately in both verbal and written mode concisely describing problems, solutions, specifications and plans. 
•    Participate in activities to support new initiatives, stakeholder groups, planning and continuous quality improvement workplans.
•    Perform duties in accordance with CASES’ mission, cultural competency, anti-discriminatory and other policies and procedures. 
 

Qualifications

Required Education and Experience

•    Master’s degree in public health, public policy, criminal justice, statistics, applied quantitative research, social research or related field. 
•    Advanced knowledge of Microsoft Excel data connections between Excel and other data sources, organizing data for pivot tables, v-lookups, and other excel formulas (SPSS proficiency is a plus).
•    Working knowledge of Salesforce is preferred 
•    Highly proficient in Microsoft Office software including Word, PowerPoint, and Outlook.

Salary: $50,000 annually, full-time 35-hour week with excellent benefits.
