Job Description

The overall goal of KENYA RAPID is to contribute to sustainable and resilient livelihoods for communities in the ASALs.  This goal is guided by three strategic objectives broadly focusing on; (1) supporting devolution and governance, (2) sustainable WASH and livestock services delivery through private sector business tailored models and (3) improved access to WASH and rangeland resources by target communities. The program is designed on the premise that the Government’s vision 2030 and other global development visions in improving universal access to water and sanitation are effectively integrated. 
The position requires core competencies such as visionary leadership, analytical, conceptualized and strategic planning. The K-RAPID program will realign itself alongside CARE’s Long Range Strategic Plan (2017), Governance and Advocacy programming strategy, and organizational mission in line with global flagship programs.  

JOB RESPONSIBILITY 1: Supporting development and implementation of project Gender Equality outcome results

  • Coordinate and take a leading role in the development and implementation of the Project Gender Strategy using collaborative methods to work with partners.
  • Coordinate all Gender result activities for CARE Kenya under the KRAPID Project to ensure the project achieves its gender outcomes. 
  • Oversee the development, update and implementation of the gender analysis and strategy to deliver on the Gender Equality results including support to the partner’s specific gender equality outcomes outlined in the results framework. 
  • Ensure mainstreaming of gendered MEAL approaches in the MEAL system design and implementation with support from the program Quality and Accountability team. 
  • Support gender related tools development, testing, and management that will ensure timely and user-oriented gender related data collection and reporting. 
  • Promote and support the dissemination of gender related Program information among the Program team. 
  • Represent CARE Kenya and the KRAPID Project in various gender meetings, networks and opportunities to support the project. 
  • Liaise with the gender advisors In the consortium partners, to share models, tools and best practices for the project. 

JOB RESPONSIBILITY 2: Reporting, Documentation, Knowledge management and Learning support

  • Coordinate and guide partners in their gender equality results reporting and documentation responsibilities. Ensure that the reporting meets the evidence and communications needs of partners and project participants. 
  • Review project gender equality outcome results achievements against indicator targets with a view to strengthening reporting, planning, implementation as well as decision making. 
  • Keep up to date project gender related data and reports for reference by the program team as well as other stakeholders. 
  • Provide gender outcomes data for internal and donor reports as well as internal documentation and reporting systems (e.g. CARE International PIIRS). 
  • Take lead in documentation of lessons learnt and best practices as well as dissemination on the same. 
  • Provide technical support in filling in the Gender marker accurately during reporting and designing new projects for layering on the existing ones. 
  • Contribute to the shared learning agenda for the K-RAPID program with a string lens of gender equality and justice. 

JOB RESPONSIBILITY 3: Capacity building of staff and partners and technical Support on Gender Equality Results 

  • Facilitate the active participation of partners in the design and implementation of the project gender analysis and gender strategy. 
  • Together with project partners, design and implement a gender outcome capacity strengthening strategy based on a participatory capacity assessment and capacity strengthening and building plans. 
  • Guide and support the partner’s technical staff, in the implementation of the Gender strategy and any other agreed gender equality results in line with the KRAPID Program proposal/Design. 
  • Coordinate partners staff and provide updates to CARE staff on progress made in the project regarding to the gender results outcomes and contribution to strategic goals as well as other project/ sector guiding strategies.  
  • Provide input in the design of new layering initiatives to ensure the gender needs of impact groups are addressed in accordance with K-RAPID Project and Programme approach. 
  • Support in conducting gender equality targeted evaluations, including design, support in data collection, management and analysis working closely with the program quality and accountability team
  • Contribute to the development of the project annual operating plan, ensuring alignment of the gender equality results with program approach and achievement of annual target indicators.

JOB RESPONSIBILITY 4 : Any other duties assigned by Supervisor 

  • Support Country office related gender equality delivery processes and support needs. 
  • Any other assigned duties.

Qualifications

1. Education   

  • At least first degree from a recognized institution/university in the following areas; social science, gender and development studies, community development, environmental health sciences, public health or other relevant field

2. Experience

  • 5 years experience working with an INGO or a recognized institution with at least 2 years in program management in both development and emergency related programming capacities. Demonstrated project management and gender outcome delivery experience .
  • Experience in working with communities, the representative and organizations promoting capacity development in water, sanitation and health activities with a gender transformative approach. 

3. Other Competencies

  • Experience in working in a consortium set ups (multiple stakeholders programming)
  • Good skills in managing integrated program (multiple components in one program).
  • Strong gender technical skills and experience. 
  • Analytical, conceptual and innovative skills 
  • Good interpersonal skills, must be a team player
  • Good communication skills with good report writing ability
  • Must be proactive, self-starter and  able to meet deadlines

  • County and Sub county departmental heads in the WATSAN sector.
  • National Drought Management Authority  - NDMA
  • Other INGOs, local NGOs and FBO
