Job Description

The Humanitarian and Refugee Manager will provide overall administrative and budget management, financial tracking and reporting, results tracking and reporting, and decision making regarding implementation support, contract management and compliance to ensure that services are delivered. He/She shall be in charge of day- day running of the Humanitarian programs and therefore, will supervise the program staff. The Manager, together with the team will develop the PMF pack, including work plans and M&E plans for effective and efficient delivery of the project activities. The Humanitarian and Refugee Manager will be responsible for developing effective communication, maintaining partnerships, knowledge management, learning and using innovative methods to report project impacts.

JOB RESPONSIBILITY 1 - LEADERSHIP AND PROJECT MANAGEMENT

  • Ensure overall responsibility for the technical quality and standards for the implementation of Humanitarian grants (funded mainly by ECHO, UNHCR and private donations) In Dadaab and Emergency operations in Garissa and Mandera, in line with budgets and work-plans, focusing on producing the required deliverables.
  • Working closely with the WASH Manager ensure overall responsibility for supervising and supporting the timely and effective implementation of Humanitarian projects and activities, including achieving set indicator targets and objectives and adhering to global standards (including Sphere and the Core Humanitarian standards) and related donor contractual obligations.
  • Conduct field visits to monitor implementation and consult with key stakeholders - and provide support to relevant members of the program team to ensure the timely and effective implementation of activities - determining gaps and needs and taking corrective measures within appropriate timelines.
  • Conduct capacity building and/or mentoring activities for project staff and/or NGO partners as required. More specifically, mentor staff involved in Emergency Response and support the enhancement of the Emergency Response Capacity of the Organization.
  • Coordinate with the CO Gender Focal point to integrate activities/indicators, especially through mainstreaming the Gender Equality Framework.
  • Liaise with the Award and Sub-Awards, Finance and Operations teams to ensure grants and programs align with forecasted expenditure.
  • Communicate regularly with the Country Director, PQA&L, the Strategy and Partnership Director to discuss activity planning and implementation.
  • Ensure appropriate links are established amongst humanitarian actions and the Development sector, incorporating the concept of ‘humanitarian-Development nexus’ as well as specific risk-reduction measures.
  • Clearly define the training needs of staff and ensure they can access training and professional development resources appropriate to their skill gaps/needs.
  • Manage the Emergency Preparedness and Response tasks: ECHO Grants and potentially additional team members as CARE Humanitarian team expands.
  • Attend working groups with other international agencies when relevant and contribute to the development of harmonized and coordinated responses.
  • Ensure that regular communication with donors to share updates on challenges and program progress takes place.
  • Establish strong working relationships, laying program foundations such as adhering to the Mandatory County and national governments protocols, community entry process, linkages with the relevant platforms and working in the existing clusters such as humanitarian hubs.

JOB RESPONSIBILITY 2 - CONTRACT AND BUDGET MANAGEMENT

  • Oversee the grants and partnership management implementation, accountability and compliance to all contractual requirements of the Humanitarian and Refugee Programs in conjunction with the Grants team. This includes ensuring full awareness of donor contractual clauses and develop checklist for clauses that are transferable and ensure these are implemented as per conditions in the partners grant agreement  in     close liaison with the Award and Sub-Award Manager develop the necessary agreements, contracts, terms of references (TOR) and memorandum of understanding (MOUs) with the county government line departments/ministries and the communities for supports and participation in ensuring technical support and high-quality service delivery mechanisms.
  • In collaboration with the Award and Sub-Award team, ensure time-bound conditions are reflected by date and a tracking list generated  for tracking compliance to conditions and timelines at project, working with partners as appropriate to ensure conditions are met.
  • Ensuring timely identification of risks and communicate these in writing to CARE’s management (including within CARE Kenya and at the CMP/HQ level, as appropriate) through the designated supervisor and communication channels.
  • Ensure an operational procurement plans for the project with support and guidance and support from the CO’s procurement team is put in place.
  • Review, in consultation with finance team (and the Communications & Reporting Officer), all project financial reports submitted by finance on a monthly basis while providing timely feedback on all aspects to enhance proper and efficient utilization of project funds, analyzing budget burn rates against planned activities/expenditure plans.
  • Prepare and manage project assets and inventory held by the CARE and partners as per donor requirements and CARE policies and regulations – working closely with operations/program support teams.
  • Support and coordinate preparation for audits annually in consultation with finance department and support the Senior Management Team in planning and responding to project audit queries, or other key inquiries from key stakeholders (e.g. donors, etc…)

JOB RESPONSIBILITY 3 - PROGRAM QUALITY, KNOWLEDGE MANAGEMENT AND LEARNING

  • In collaboration with the PQA&L Manager ensure that MEAL plans/tools are in place for all Humanitarian grants.
  • Take an active role in the monitoring of interventions; ensure the collation, analysis and sharing of data related to project activities and the overall context for the purpose of designing new interventions, and for donor advocacy and fundraising.
  • Support the development of needs assessments and conduct in-depth analysis of needs assessment findings.
  • Support field teams in ensuring that robust monitoring systems are in place and reviews are undertaken periodically.
  • Develop SOPSs and tools for core sectors to mainstream gender in emergencies programming approaches throughout the Humanitarian programs working closely with the Reporting and Communication Officer.
  • Ensure quality development of project reports, including writing and providing data analysis for donor reporting and advocacy.
  • Support in the development of action plan for operationalization of the MEAL plan for Project. Support in mentorship of the MEAL staff in the development and execution of the MEAL system
  • Institute a learning agenda, develop and implement to promote a culture of learning, information sharing, dialogue, and critical analysis, intended to improve quality of programming, adoption of good practices, and influencing policies and practices at scale.
  • Prepare & share project success and learning in relevant national and regional forums (external to CARE)
  • Ensure the proper archiving of all project data/documents on the CARE Kenya server/archives, respecting project cycle minimum standards.
  • Ensure proper compliance related to and reporting for all required REACH & PIIRS data for the when requested by the PQA&L Manager and/or CARE International.

JOB RESPONSIBILITY 4 - RESOURCE MOBILIZATION AND PARTNERSHIP

  • Contribute to the development of WASH, FSN and Livelihoods strategies and ensure all projects and activities are designed in coherence with other sectors to ensure an integrated approach to humanitarian and development programming.
  • Provide leadership and take an active role in concept note and proposal writing and identify opportunities for future programming. Lead on the development of budgets, work-plans and logical frameworks, involving sector leads, Operations lead and the Finance and M&E units.
  • In consultation with other staff, produce an annual work plan for activities that supports strategic priorities and aligns with the overarching humanitarian response.
  • Promote adherence to standards and best practices, promoting local adaptation
  • Support CO effort to position for new business opportunities by capturing and documenting best practices for increased visibility and strategic partnership.
  • Scope out existing opportunities in areas of expertise to allow program growth and sustainability.
  • Explore possibility of leveraging CARE funds/resources with other external funds such as devolved funds from local government, private sector and other related public private partners in order to achieve high impact and synergies.
  • Collaboratively work with the Strategy & Partnerships Director and the Program Director on all resource mobilization plans for the CO for guidance support & layering effort.
  • Support the exploration and negotiation of external partnerships ensuring that opportunity is identified at local and national levels and beyond. Including private sector and new emerging avenues/ opportunities (non- traditional funders)

 

Qualifications

1.    Education:    

  • 5 years’ experience in relevant donor-funded projects.
  • 3 years’ experience in a relevant field supporting project teams on full project cycle technical needs (design, implementation, MEAL)
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently in high-stress environment
  • Understanding and demonstrated ability and experience to train others on international standards related to WASH, FSN and Gender etc.
  • Excellent time management skills, resourcefulness, with strong attention to detail.
  • Ability to work virtually with team members spread out around the world.
  • Excellent analytical and organizational skills.
  • Ability to think critically and creatively.
  • Proficiency in Microsoft Office.
  • Excellent representation, presentation, and communication skills.

2.    Experience

  • Programming in emergency, protracted crisis, and development settings with preference given to candidates with experience in WASH, Food Security and Livelihoods and Gender in Emergencies.
  • Program design and development, most notably for the ECHO, UNHCR, GFFO, CDC and other private donors.
  • Experience working in partnership with local organizations is desirable.
  • Hands on experience designing and implementing programs for refugees, IDP populations and host communities.
  • Strong technical writing skills for MEAL, reporting and strategic planning.
  • Experience working with host-country governments/line ministries.
  • Designing and performing needs / beneficiary assessments and M&E plans for projects
