About the Project
CARE International in Kenya is implementing the SHE SOARS program (Sexual and reproductive Health & Economic empowerment Supporting Out of school Adolescent girls’ Rights and Skills) that seeks to
· build and integrate health system strengthening interventions,
· deepen a transformative community engagement on challenging harmful gender and social norms, and
· capacity building of civil society actors to engage in long-term and sustainable SRHR policy advocacy to improve the health system for all women and girls while addressing the unique service delivery, risks and protection needs of out of school adolescent girls.
The program will implement a Youth Savings and Loans Association (YSLA)+ model, which builds on the YSLA approach with the addition of mobile phone technology to support information access, flexible access to financial literacy curriculum and access to support financial transactions increasing participation of young people in financial inclusion as a pathway to better economic and health outcomes.
Job Description
The purpose of the SRHR Project Coordinator position is to provide leadership in SRHR Empowerment, specifically support partners to have responsive SRHR service and commodities delivery, social norms and change support related to adolescent access to SRHR support, health systems strengthening towards adolescent SRHR needs and related advocacy support. The Coordinator will work with implementing partners, community-based trainers (CBT)/ facilitators in equipping adolescent girls with SRHR knowledge and support to access and demand the services , challenging any social norms and other structural barriers and gaps including policy and health systems.
Tasks and responsibilities
R1. Coordination of Sexual and Reproductive activities within project with support of the implementing partners
1.1. Support enhanced delivery of ASRH services in all supported communities and by partner organizations in line with project plans.
1.2. Develop work plan based on the approved projects work plan detailing activities to be undertaken, support required from the Project Manager
1.3. Point person for all project ASRH activities in the selected project sites. The holder will coordinate, identify and mobilize stakeholders who will be collaborators in the implementation of activities, oversee activity roll out, implement and sustain knowledge and demand for services
1.4. Organize forums and create awareness and understanding of the project activities amongst service providers, community own resource persons, state and non-state agencies in the county, and communities served through regular meetings.
1.6. Liaise with County Health Authorities, conduct capacity building needs assessment and represent CARE at county level in regards ASRHR.
1.7. Actively participate in the drawing, implementation and supervision of quarterly and annual project implementation plan.
1.8. Establish and maintain effective follow-up and support system for partner agencies on ASRHR components as planned, ensuring good performance of all ASRH indicators.
1.9. Coordinate training of Community resource persons, opinion leaders, established health facility structures and county authorities on ASRHR and relevant behaviour change methodologies including Social Action and Analysis (SAA).
R2. Supporting Monitoring, Evaluation, Reporting and Learning on adolescent Sexual and Reproductive Health and Rights.
2.1 In liaison with the Project Manager and the M&E officer, conduct training and orientation of Partners staff, County Health staff, Volunteers and other relevant collaborating partners on data requirements for the program, management, data for decision making;
2.2 Extracting, compiling and analysing data based on set indicators on a weekly basis and consolidation on monthly basis; and using the data, analyse performance of indicators per implementing partner (geographical coverage) to submit timely monthly project activities progress reports. Using the data, develop action points and incorporate them in the monthly supervision work plans to address low performance of indicators on a monthly basis.
2.3 Identify and document challenges in implementation that would have negative impact and or undermine the performance of the project, identify solutions and implement actions on timely basis to avert negative performance in consultation with Project Manager and other program team members.
2.4 Documenting information and write reports of all project activities undertaken at least 5 days after implementation, type and share with Project Managers and technical officer. Use information generated by the activities to analyse gaps and plan for appropriate mitigation
2.5 Share monthly data on indicator performance, discuss and ensure they are aware of the indicators performance and that they are able to identify actions to enhance performance
2.6 Timely respond to all data queries arising from partners, health facilities and community based indicator performance
2.7 Maintain an updated data base for all beneficiaries in the assigned area of operations.
2.8 Documentation of program successes and dissemination of lessons, best/promising practices within and externally; Document project case studies and promising practices and share these in project reports, national and international forums and journals.
R3. Supervision and management of partner organization in regard to ASRH
3.1 Support the project partners and manager in development of criteria for selection of community health workers and project stakeholders; and participate in the recruitment of the same.
3.2 Undertake supportive supervision of to various implementing partners to offer quality ASRHR and integrated services, while mentoring and training IP staff, community health workers and other CORPS to deliver technically correct and quality services.
3.3 Support CHWs, HCWs and other CORPs to develop work plans in line with project targets and deliverables expected and support the County Government and IPs to supervise the implementation of the same
3.4 Ensure the health workers and CHWs are updated on all protocols for guiding them in implementing quality SRHMNH services and any other health services that CARE will be supporting.
3.5 At least once monthly, undertake data audit supervision to ensure that data is entered correctly
3.6 Developing individual operation plans and supervision plans to enhance focused support to IPs and County Government in the project area.
R4. Ensure proper utilization and maintenance of CARE resources.
4.1 Managing and accounting of project advance in accordance with CARE’s Finance policy.
4.2 Ensure safety and proper use of all CARE property in your possession including motorcycles, vehicles, computers and other equipment.
4.3 Ensure proper utilization and maintenance of CAREs properties and assets and ensure that defects are detected and repaired in a timely manner.
4.4 Familiarize and work within CAREs regulations and policies and adhere to them during implementation of project activities.
R5. Linkage and networking with other collaborators.
5.1 Represent CARE in relevant community development planning meetings.
5.2 Establish and maintain a good working relationship with other CARE colleagues and project staff, Partner agencies, County government, MOH, CBOs, collaborators, other stakeholders and enhance CARE image.
5.3 Liaise with the County authorities, GoK, CBOs, collaborators and other stakeholders as appropriate.
5.4 Actively participate in joint project sessions convened by the project leadership teams as called from time to time.
5.5 Enhance team work and synergy in programming and CAREs activities.
Qualifications
Academic qualifications:
- A Bachelor’s degree in Social or Health sciences, Public Health, or related Social science field is preferred.
- At least two (4) years’ experience in health related work, especially Adolescents Sexual Reproductive Health projects.
Competencies
· Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to understand and be tolerant of differing opinions and views.
· A broad grasp of socio cultural economic issues with respect to ASRH
· Technical knowledge in Adolescents Sexual and Reproductive Health
· Experience with working with county governments, civil society, donors and local communities
· Diplomacy, tact and negotiating skills
· Training/coaching/ Facilitation skills
· Strong conceptual and analytical skills
· The ability to work independently, think innovatively and strategically and work effectively within a team
· Excellent verbal and written communication skills
· Detailed understanding and experience of gender and diversity issues and commitment to addressing inequalities in all the key areas of responsibility
