1. BACKGROUND
The Strengthening Resilience to Climate Change [Climate change Governance Project] in Western Kenya project proposes to support the three County governments of Siaya, Migori and Trans Nzoia to develop and establish sustainable climate change governance structures, policy environment and climate financing mechanisms. In addition the project will sensitize and mobilize a diverse range of climate change actors - private sector, community-based organizations, research and academia bodies, women and youth - to form coalitions that will facilitate climate change actions in the Counties.
JOB SUMMARY
The holder of this project reports to the Advocacy & Policy Manager and will be based in Siaya, Trans- Nzoia or Migori Counties. S/He will be responsible to ensure that all planned project activities are implemented as scheduled and also take charge of day to day management and coordination of all project activities in the County. The Project Officer will form the communication link between the Policy & Advocacy Manager, key partners/civil society organizations, relevant County Government departments and other collaborators to ensure the achievement of Climate Change Governance project objectives and milestones in the targeted County of implementation.
KEY RESPONSIBILITIES:
RESPONSIBILITY 1: Planning & implementation of Climate change Governance project milestones
§ Support the Senior Project Officer [SPO] in Planning, and implementation of the project activities resulting in achievement of targets and milestones.
§ Together, with the SPO, build capacity of the established institutions for climate change governance at sub-County, Ward and Community levels.
§ Take charge of day to day management and coordination of the project activities at the County and sub-county level leading to impact and quality results by the project.
§ Ensure timely management and resource utilization in line with the developed Annual and Quarterly work plans.
RESPONSIBILITY 2: Partnership development & Coordination with County, Community and other key actors
§ Establish and coordinate regular meetings with the other partners/stakeholders in relation to Climate change governance as need arises within the County of operation.
§ Together with the SPO, work with the County government and community structures, civil society organizations in strengthening inclusive and responsive social process that brings together all actors for improved climate change governance.
§ Represent project in the stakeholders meetings [County government, grass root organizations, private sector and civil society organizations] related to project or as may be assigned by the Policy & Advocacy Manager.
RESPONSIBILITY 3: Establishment of Institutions for climate change governance at County, ward and community level
§ Sensitize and mobilize community groups on the guidelines for the formation of the County, Ward and Community Councils
§ Collect and synthesize input from community, ward and County representative for contextualizing the guidelines with regard to the formation of Climate Change Funds.
§ Support the establishment of County, Ward and Community Climate change councils and Climate change funds
§ Organize and facilitate Council meetings at County, Ward and Community level.
RESPONSIBILITY 4: Project Monitoring & Evaluation
§ Compile and submit regular monthly updates based on accurate data collected for tracking of indicators in the project in line with the developed Results framework.
§ Document learning’s on the innovations within the Climate Governance project in a continuous basis
§ Assist in the preparation of timely monthly reports together with the Senior Project officer in readiness for donor (DFID) reporting as outlined in the project IPIA.
§ Document most significant change (MSC) stories as part of Impact documentation of the project progress and achievements.
§ Support the MEAL Coordinator with Project Baseline surveys, End of project Evaluation and any other relevant data required to demonstrate progress and outcomes of interventions as need arises.
RESPONSIBILITY 5: Maintenance of Resources
§ Ensure prudent use of Organization resources and assets at your disposal to ensure efficient and effective delivery of project activities and consequently project impact.
§ Adhere to internal financial controls, policies, procedures and functioning to facilitate the Climate Change governance project activities as per donor regulations.
§ Submit relevant information to the program support team, to ensure timely payments of services provided at the field level.
RESPONSIBILITY 6: Other responsibilities
As deemed relevant and necessary within the Climate Change governance project and other duties as assigned by the Policy & Advocacy Manager.

2. Supervision: N/A
3. Decision Making: The position holder can make decisions at the sub office level but in consultation with the Policy & Advocacy Manager.
CONTACTS/KEY RELATIONSHIPS (internal & external):
Internal
1. The Project Officer reports directly to the Policy & Advocacy Manager
2. Apart from the direct reports, the Project officer will work closely with the Senior Project Officer and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator.
External
1. County and Sub- County departmental heads in Environment, Agriculture, Water, Health and Finance.
2. Other INGOs, local NGOs, FBOs, research and academia in the assigned County of operation
3. Community members and leaders
WORKING CONDITIONS:
This is a full time position and will be based in one of the following Counties - Trans Nzoia, Siaya & Migori County.
Qualifications
Education & Experience required
§ A minimum qualification of a university degree in a relevant discipline such as Climate Science, community/rural development, Development studies, agricultural or environmental science, or any related discipline
§ At least 4 years of relevant working experience, including a minimum of two years working on local governance, capacity building and climate change with diverse teams.
§ Strong practical experience in working with local government and civil society organizations
§ Practical experience in rural development, partnership development/ relationship building and networking
§ Strong facilitation and communication skills
§ Demonstrated awareness of and sensitivity to gender and diversity
Skills and Competencies
§ People Skills: Demonstrated ability to listen to and support other project staff and partners, and to work with communities in a sensitive and participatory manner.
§ Communication Skills: Well developed written and oral communication skills in English and Kiswahili. Able to communicate clearly and sensitively with internal and external stakeholders.
§ Computer Skills: Basic computing skills including Microsoft Word, Excel, PowerPoint, and Outlook. Preferably skills related to virtual network communication using the Internet.
§ Integrity: Works with trustworthiness and integrity and has a clear commitment to CARE's core values and humanitarian principles.
