1. BACKGROUND

The Strengthening Resilience to Climate Change [Climate change Governance Project] in Western Kenya project proposes to support the three County governments of Siaya, Migori and Trans Nzoia to develop and establish sustainable climate change governance structures, policy environment and climate financing mechanisms. In addition the project will sensitize and mobilize a diverse range of climate change actors - private sector, community-based organizations, research and academia bodies, women and youth - to form coalitions that will facilitate climate change actions in the Counties.

JOB SUMMARY

The holder of this project reports to the Advocacy and Policy Manager and will be based in Siaya/Trans Nzoia County. S/He will be responsible for planning and implementation of the Climate Governance project, monitoring, Evaluation and documentation; partnerships development, coordination and representation at the County level and maintenance of the Project resources among other activities related to the achievement of Climate Change Governance project objectives, in the area of operation.
KEY RESPONSIBILITIES:

RESPONSIBILITY 1: Planning & implementation of Climate change Governance project milestones

§  Be directly involved in project implementation in the targeted areas/counties together with the County government, community structures leading to impact and quality results in Climate Change Governance project  activity implementations

§  Ensure timely management and resource utilization in line with the developed Annual and Quarterly work plans.

§  Support the Policy & Advocacy Manager in Planning, and implementation of the project activities resulting in achievement of targets and milestones.

§  Build capacity of the established institutions for climate change governance at County, Ward and Community levels in liaison with the Manager.

RESPONSIBILITY 2: Partnership development & Coordination, Representation & Liaison with County and the Community and other actors

§  Conduct stakeholder mapping to identify relevant key stakeholders/partners at the County, community in relation to climate change governance

§  Build capacity of identified stakeholders to strengthen inclusive and responsive social process that brings together all actors for improved climate change governance.

§  Establish working relationships and serve as a field representative with County government, grass root organizations, private sector and civil society organizations in line with approved budget, milestones, work plans and log frame

§  Establish regular coordination meetings/forums with the County government structures, communities and other stakeholders for knowledge and information sharing on climate change governance, participatory planning & budgeting, climate finance accountability etc.

§  Attend key coordination meetings with the other partners in relation to Climate change governance as need arises in the County of operation.

RESPONSIBILITY 3:  Establishment & operationalization of County Climate Change Fund

§  Together with the Policy & Advocacy Manager, support the review and development of project protocol for the establishment of County Climate Change Funds (CCCFs)

§  Strengthen institutional capacity of Climate Change Councils to manage the County funds

§  Support the development of Evaluation and feedback protocols for sustainability of the CCCFs.

RESPONSIBILITY 4: Project Monitoring & Evaluation

§  Support in building a monitoring mechanism for activities implemented in the project including the project baseline survey and End of Project Evaluation.

§  Conduct regular field monitoring and reporting on project indicators as outlined in the Project Logframe (Outputs and Outcomes) in liaison with the MEAL Coordinator

§  Ensure that data is made available for periodic and timely  reporting  on monthly, bi-annual and annual reports for planned activities to ensure compliance with recommended guidelines, formats and standards

§  Draft and submit timely monthly reports to the Policy & Advocacy Manager for consolidation in readiness for submission to the donor (DFID) as outlined in the project IPIA.

§  Document most significant change (MSC) stories as part of Impact documentation of the project progress and achievements.

RESPONSIBILITY 5: Maintenance of Resources

§  Adhere to internal financial controls, policies, procedures and functioning to facilitate the Climate Change governance project activities as per donor regulations.

§  Submit relevant information to the program support team, to ensure timely payments of services provided at the field level  

§  Ensure prudent use of Organization resources and assets at your disposal to ensure efficient and effective delivery of project activities and consequently project impact.

RESPONSIBILITY 6:  Other responsibilities

As deemed relevant and necessary within the Climate Change governance project and other duties as assigned by the Policy & Advocacy Manager, Sector Manager and  other Senior Management Team members  of the Organization

1.       Spending Authority:      N/A                      

2.       Supervision:                      N/A

3.       Decision Making:  The position holder can make decisions at the sub office level but in consultation with the Policy & Advocacy Manager.

CONTACTS/KEY RELATIONSHIPS (internal & external):

Internal

1.      The Senior Project Manager  reports directly to the Policy & Advocacy  Manager

2.      Apart from the direct reports, the SPO will work closely with the Project Officer;   Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator.

External

1.       County and Sub- County departmental heads in Environment, Agriculture, Water, Health and Finance.

2.       Other INGOs, local NGOs, FBOs, research and academia in the assigned County of operation

3.       Community members and leaders

WORKING CONDITIONS:

This is a full time position and will be based in one of the following Counties - Trans Nzoia, Siaya & Migori County.

 

Qualifications

Education & Experience required

§  A minimum qualification of a university degree in a relevant discipline such as Climate Science, community/rural  development, Development studies, agricultural or environmental science, or any related discipline

§  At least five years of relevant working experience, including a minimum of three  years working on local governance,  capacity building and climate change with diverse teams

§  Strong practical experience in working with local government and civil society organizations

§  Practical experience in rural development, partnership development/ relationship building   and networking

§  Strong facilitation and communication skills

§  Demonstrated awareness of and sensitivity to gender and diversity

Skills and Competencies

§  People Skills: Ability to provide leadership and strategic guidance to team. Demonstrated ability to listen to and support programme staff and partners, and to work with communities in a sensitive and participatory manner.

§  Communication Skills: Well developed written and oral communication skills in English and Kiswahili. Able to communicate clearly and sensitively with internal and external stakeholders.

§  Computer Skills:  Basic computing skills including Microsoft Word, Excel, PowerPoint, and Outlook. Preferably skills related to virtual network communication using the Internet.
