Job Description

Overall Purpose

CARE International Indonesia (CII) is seeking for consultant to facilitate the Partners for Resilience Strategic Partnership (PfR-SP) alliance workshop for Planning, Monitoring and Evaluation (PME). The consultant is responsible for: (1) conducting preparation of the workshop including the desk study, development of the facilitation techniques and participate in a series of preparation meetings (2) facilitating and guiding the discussion during three days of PME workshop (3) writing the report of the workshop.

PME Workshop Goals

For the past three years (2016 – 2018), PfR was used mainly to set-up structures, focus on organisation and capacity strengthening. In 2019, the IRM dialogues and join advocacy of the alliance has crystallised and take into shape. The PME Workshop is the prime opportunity to assess, align and fine-tune the many initiatives and to set the path of 2019.  The PME workshop is setup based on the following blocks:

  • Block 1: result of first mid-term 2019 | The workshop will assess where the programme stands in terms of achievements, and will do so on the basis of an updated Theory of Change and outcomes that are made specifically for each trajectory.
  • Block 2: outcome harvesting | Having assessed what the current status of the programme is, this block will serve to discuss more in-depth the outcome of PfR Indonesia. It will focus on solidifying and refining the outcome of various trajectories
  • Block 3: toward PfR 3| Approaching the end of the programme, this block will specifically brainstorm about the program in post 2020.

 

PME Workshop Participants

Participants are coming from the wider PfR - SP Indonesia alliance, including Country Team Representatives, technical staff, their agencies, and partner agencies.

Facilitator’s Scope of Work

The Facilitator is expected to prepare for and conduct the PME Workshop in a participatory manner inviting active engagement and involvement from the participants.  The workshop shall be conducted over four days and will include participant presentations, brainstorming, focus groups and games.

The facilitator will be expected to perform:

  • Formulation of facilitation planning and report back on these planning;
  • Preparation of a detailed agenda that includes instruments and tools/techniques, a thorough and tight time frame;
  • Facilitation of the four days’ workshop;
  • Writing of final report in English with coordination with the PfR Indonesia Country Lead.

 

Deliverables

The consultancy contract is based on a lump sum but the following is the estimation of anticipated and expected level of efforts:

Activity-1: Preparation --> (a) Briefing, (b) Developing facilitation planning, (c) Discussing facilitation planning, (d) Revising facilitation planning, (e) Final Preparation before Workshop.

Timeline:  August 22-26'19 

Duration:  3 (three) days

Expected Output: Points of discussions, Planning document, Revising Planning document

 

Activity-2: Workshop implementation 

Timeline:  August 27-30'19 

Duration:  4 (four) days

Expected Output:  Notes for report

 

Activity-3: Report Writing

  • Draft preparation;
  • Review by PfR County Lead;
  • Final Report (in english) content: (1)   Preface; (2)   Executive Summary of the workshop process; (3)   Rundown of the workshop; (4)   Approach on the workshop, explanation on the tools used during the workshop; (5)  Description of the workshop process (per sessions) including the result of the discussion;  (6)   Recommendations after PME; (7)   Closing

Timeline:  September 2-4'19

Duration:  3 (three) days

Expected Output: (1) Report draft due September 4th; (2) Final Report due September 11th.

 

Conduct of the Work

During the contract the consultant will report directly to PfR-SP Program and Alliance Lead.

Qualifications

 

  • Facilitation experience with National or International NGO or Government stakeholders;
  • Understand well the policy process, development and implementation related to IRM in Indonesia (Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA) and Ecosystem Management Restoration (EMR));
  • Organizations/Individual with proven skills in facilitating workshop and M&E in the issues preferably livelihood, women’s economic empowerment and gender approach, DRR, CCA, and EMR  (Solid methodological and facilitator skills);
  • Experience in baseline and evaluation study, market study, policy review, development research, government engagement, and community base desired;
  • Good understanding on gender mainstreaming in policy;
  • Strong attention to consistency, detail and quality;
  • Fluency in English and Bahasa Indonesia;
  • Ability to write high quality, clear, concise reports in English;
  • Ability to respond to comments and questions in a timely, appropriate manner.

  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs i.e. consultancy fee, ect.
  • One recent example of similar workshop report written by the applicant.
