Job Summary

The MEAL Officer will work directly with the MEAL Manager for efficient and timely submission of accurate reports from all field sites and will maintain an appropriate filling system of received data and reports from partners and CARE staff. He/She will also work closely with the relevant technical specialists and Program Managers on project Design, Research, Monitoring, Evaluation and reporting. The post will involve traveling to field sites. The MEAL officer will be assigned a specific grant portfolio and will be responsible to coordinating with the Program Manager and Technical specialists in their proposal and report development.

 

Key Responsibilities and Tasks

1.       Programme Monitoring and Reporting (40% of time spent)

  • Support the synthesis and dissemination of routine programme data, and analysis of trends;
  • Review weekly and monthly reports and ensuring that necessary corrections have been done by programme staff;
  • Support the programmes teams in Shelter, WASH, livelihoods and GiE to carry out all routine monitoring and periodic evaluations;
  • Verify Sectoral and cluster reports from all the sites and upload data in SharePoint;
  • Coordinate with the M & E Key Partners related to M & E Data Quality Assurance and Beneficiary-Output Tracking. Enter all data accurately and in a timely manner in program trackers;
  • Follow up with field programme team to ensure reports are submitted timely ensuring reports are reviewed and submitted to cluster and upload the reviewed report into server;
  • Carry out On-Site Data Verification (OSDV) on predesigned monitoring instruments, through observation, personal interviews and taking photographs (if feasible) and ensure data quality checks before submission of final reports.

2.       Programme Design, Research & Evaluation (30% of time spent)

Support the revision of data collection tools and reporting templates as needed to reflect the reporting demands of donor and clusters;

  • Support to the roll-out and maintenance of M&E Frameworks/tools, and provide MEAL trainings and on the job support for CARE programme and partner staff and supporting the logistics trainings, technical visits, and surveys;
  • Support the implementation of survey and assessment processes, ensuring the full participation when needed of CARE and partner program staff, from planning through data collection to reporting and drawing of conclusions and recommendations.

3.       Data and information management (15 % of time spent)

  • Maintain an appropriate filling system of received weekly and monthly reports from all the field sites;
  • Ensure programme folder on the programmes server are ordered and up to date;
  • Databases: Work with the partners and CARE program Staff to ensure all reports are timely submitted, updated in relevant databases, shared with relevant teams and saved in SharePoint.

4.       Accountability & Learning (15% of time spent)

  • Assist the MEAL Manager in the deployment and implementation of the key Core Humanitarian standards(CHS) in all Response Programs, ensuring that community accountability and appropriate Feedback, Complaints and response mechanism (CRM) are in place;
  • Maintain and update the Programme Recommendations Tracker with input from the relevant programmes and operations staff, as well as data coming through CRMs;
  • Ensure that processes are in place to allow for systematic and inclusive feedback to communities and stakeholders on all evaluations undertaken;
  • Any Other duty assigned by the DM&E Co;
  • Actively involved in learning and documentation of Project’s best practices, and in providing input for research/study for continuous improvement and furthers learning.
 

Working & Living Conditions

Location : Palu, Central Sulawesi

Expected percentage of travel time   : 10% outside Sulawesi, daily trips to project locations around Palu

Qualifications

Required

  • Relevant Bachelor’s degree, with component of statistical analysis or Mathematics preferred;
  • Previous M&E experience in the humanitarian and development sector;
  • Proven report writing skills in English (required) and at least a basic understanding of statistical analysis and or spreadsheet programs;
  • Experience of humanitarian, relief and/or development programmes an advantage;
  • Good IT skills, especially in Word and Excel with ability to analyse data and interpret statistical information;
  • Excellent analytical and writing skills;
  • ·Experience providing capacity support on M&E skills to NGOs, experience designing and leading trainings.

Desired

  • Previous experience of conducting Household & Multi-indicator in an emergency context preferred;
  • Ability and willingness to travel to and stay in remote locations;
  • Strong interpersonal skills and ability to work effectively and independently within a multi-cultural team with differing areas of expertise;
  • Ability to work under pressure, and prioritise workload according to the changing needs of the programme;
  • Enthusiastic, flexible and with the ability to work long hours in sometimes remote and/or insecure contexts to meet the needs of the programme.

Education & Training

 Required

  • Relevant Bachelor’s degree, with component of statistical analysis preferred;
