CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.
BACKGROUND
SINERGI Project Phase I (Supporting Disaster Preparedness of Government and Communities) is a consortium project that implemented by Wahana Visi Indonesia (WVI), Yayasan CARE Peduli (CARE Indonesia), Catholic Relief Service (CRS) and Yayasan Sayangi Tunas Cilik (YSTC), and having plan to collaborating with the following local agencies: The National Disaster Management Agency (BNPB), Regional Disaster Management Agency (BPBD), with related Ministry, private sector, stakeholders and community at village level in Greater Jakarta.
SINERGI has program goal to strengthen community resilience by managing risks and impact caused by disasters in accordance with the Indonesian National Government Disaster Management Plan 2015-2019. This project will adopt the best practices and lesson learned from former SiGAP project and expand activities to the Greater Jakarta region in order to achieve broader impact by improving the capacity of the private sector by way of disaster risk management.
Specifically, the CARE’s SINERGI project will focus on the following:
- Build the capacity of local actors and communities in their practices around protection especially in terms of vulnerable populations. Through the provision of training and the establishment of protection guidance and procedures for government and community stakeholders, future response activities will be more effective and inclusive of all members of affected communities.
- Build/enhance community resilience in the target community to manage disaster risks and impact, with focus on mainstreaming gender and children including protection from sexual exploitation and abuse (PSEA) in our work in the community.
JUSTIFICATION
Cash transferring programming (CTP) is still a focus for Indonesia government in the disaster context. This project aims to enhance the preparedness of the government to implement cash programs as stated in Presidential Decree No. 63/ 2017.
A substantial body of evidence shows that giving vulnerable people money instead of commodities allows them to meet a variety of needs while making aid budgets go further. Cash transfer programming can be an efficient means to deliver aid. However, to best maximize the potential of the approach, the right skills and systems should be in place.
In order to support better system development of CTP at national and local level, we intend to hiring personal/team “Cash Transfer Programming Consultant” under contractual period.
GENERAL OBJECTIVE
General purpose of “Cash Transfer Programming Consultant” are to get expertise service from personal/team consultant in developing training module and guideline of CTP at national and local level, facilitating FGD/workshop, delivering training and conducting market assessment.
Job Description
SCOPE OF WORK
- The project proposes to work with the appropriate local, provincial and civil society actors in collaboration with the other partners, to ensure that they have both skilled team members and procedures in place to respond to rapid onset disasters.
- SINERGI will provide capacity building on CTP to local NGOs, civil society who actively participate in disaster response, and local governments, and build partnership with bank/institution and financial technology as a financial provider
- As part of its commitment to advancing gender equality and the empowerment of women and girls through humanitarian action, SINERGI will work with project partners to ensure that the design of the CTP is adequately informed by a participatory gender and social analysis and that gender equity is meaningfully included into the cash transfer programming plans.
- CTP, like humanitarian response more broadly, has the potential to both reduce and exacerbate gender and other social inequalities and therefore must be designed with participation and access of women and vulnerable people (PWD for example) in mind. We will work with partners to design the disaster preparedness and response cash transfer mechanism.
- To deliver on the output, we plan on deploying steps process:
- Introduction of and Training on cash transfer programming: These will include one-day sensitizations as well as more in-depth trainings based off the standard CALP (The Cash Learning Partnership) curriculum adapted to the context with a session on gender equity.
- Organizational Cash Readiness Process (OCRT) “light”: Explore with project partners, the feasibility of utilizing an adapted version of the CALP tool to assess the level of “readiness” of the stakeholders to implement cash transfer programming.
- Development of Standard Operating Procedures (SOP)s on cash transfer programming: To facilitate clear implementation of cash programming, working with project partners and the relevant authorities on SOPs. The SOPs, if relevant, would be for unconditional and conditional cash (Cash for Work).
- Ensure that unpaid care responsibilities are recognized, reduced and redistributed. Cash for work programs should offer flexible working hours, or have activities close to childcare facilities if available.
- Contribute to framing of formation of Cash Transfer Working Groups (CTWGs) at the city (DKI Province) and district levels: work with local stakeholders and project partners to assist them to shape CTWGs through the appropriate mechanisms. This will include defining roles, capacity building plans, and training on cash programming amongst relevant stakeholders at the local level. It will be important to ensure the membership of CRWGs includes a sufficient number of women as well as any vulnerable groups such as PWD to more effectively address their needs as part of any emergency response.
- Conducting market assessment
- Other activities that needed and relevant in the development of CTP system.
OUTCOME
Outcome from the activities of “Cash Transfer Programming Consultant”:
- In general, building capacity on CTP to local NGOs, civil society who actively participate in disaster response, and local governments, and build partnership with bank institution as a financial provider.
- Design of the CTP is adequately informed by a participatory gender and social analysis and that gender equity is meaningfully included into the cash transfer programming plans.
- CTP must be designed with participation and access of women and vulnerable people (PWD for example) in mind.

Duration of works will be conducted in 5 months maximum, start after consultant signing the work contract with time frame activities and output as description below:

notes: Activities will be conducted during June – November 2019, with support budget from SINERGI project for activities Introduction, Training and FGD.
SCHEDULE of PAYMENT
The payment will be given after the job done in 3 phase:
1. After done activity No. 1 & 2 and hand in the output (20%)
2. After done activity No. 3, 4 & 5 and hand in the output (50%).
3. After done activity No. 6 and hand in the output (30%).
Qualifications
The criteria for “Consultant for Development of Cash Transfer Program Guideline”:
a. Minimum Bachelor, with strong background in the field of social economic, community/economic development, disaster management or relevant fields that supported with strong experiences.
b. Possess knowledge and experiences in disaster management (more than 8 years), in particular cluster humanitarian and Cash Transfer Programming (Cash, Voucher, Cash for Works etc.).
c. Could showing expertise track record: CTP framework/concept, regulations and network, CTP Training Curriculum, approach to CTP better system.
d. Capable in developing TOR, Module and Guideline.
e. Capable to organize and facilitating meeting, discussion, FGD, following with reporting.
f. Capable to organize and facilitating Training of Trainers, following with reporting.
g. Possess analytical thinking in developing tools/instruments for CTP.
h. High skill in writing and reporting in English and Bahasa Indonesia.
i. Fluent speaking English and Bahasa Indonesia.
