Job Summary
The purpose of the Cash, Markets & Livelihoods Specialist position is to provide overall technical guidance, coordination and monitoring of Cash and Livelihood interventions in CARE’s emergency and recovery response to the Sulawesi earthquake and tsunami. The incumbent ensures effective, high-quality Cash and Livelihood project implementation through close guidance, coaching and mentoring of partner staff. The Cash, Markets & Livelihoods Specialist will be responsible for the management of cash-based assistance from the emergency phase as well as the assessment, design and technical advice for livelihoods interventions in the recovery phase, using both cash-based and in-kind modalities.
Key Responsibilities and Tasks
1. Assessment (15% of time spent)
- Provide livelihood sectoral leadership and expertise in assessment, building on existing rapid assessments undertaken by CARE and peer agencies.
- Represent CARE to stakeholders, Governmental, and non-Governmental agencies for the purposes of the Livelihood aspect of the assessment.
- Guide, support and conduct market assessments as well as multi-sectoral needs assessments.
- Assist partner staff in conducting assessment for project location identification and beneficiary’s selection.
2. Program Design & Strategy development (30% of time spent)
- Ensure the Livelihood and Cash components in the existing response strategy are strengthened, and specific activities are further refined.
- Determine immediate- and long-term Livelihood priorities and interventions based on available assessment results and in close coordination with the cluster and government.
- Ensure that issues of protection, gender and vulnerability are factored into the program design.
- Draft a CARE Sulawesi specific Livelihood response plan, including objectives and core activities for the recovery phase. The Livelihood response plan is expected to be 1-3 pages max.
- Provide input and support to design of Livelihood and Cash components in concept notes and project proposals
- Work closely with partner organizations and Cash Working Group lead to identify appropriate cash transfer modalities and mechanisms for CARE’s response. This should result in a simple written-down Cash SOP for CARE’s response.
- Ensure that CARE Cash SOP are in line with the Government of Central Sulawesi Regulation.
3. Technical advice and support (30% of time spent)
- Provide guidance and support in organising Livelihood NFI distributions.
- Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision- making around Livelihood issues.
- Ensure Sphere standards (both qualitative and quantitative) are considered throughout the response and any departures from standards are documented.
- Support the development of action plans of partner Livelihood staff and provide on the job guidance and coaching in implementation.
- Design a suitable Cash assistance SOP and mechanism and organize TOTs for partner staff.
- Ensure that planning and implementation of Livelihood project activities are in accordance with national and global standards and CARE’s program principles, approaches, and procedures
- Ensure that targeting for Livelihood-Program participation is done in close communication with government structures, Cash Working Group, and livelihoods sub-cluster.
- Organize with the Procurement, Finance and Logistics Teams support needed for all activities and guide the team on various operational aspects of CBI.
- Work closely with the Procurement, Finance and Logistics Teams regarding identification and contracting of service providers.
- Ensure early and rigorous implementation of quality and accountability mechanisms.
4. Coordination (10% of time spent)
- Represent CARE in Cash Working Group and livelihood sub-cluster coordination fora and ensure close coordination with the cluster and relevant government departments.
- Represent CARE in clusters, as well as any other UN coordination structures relevant to cash based interventions, stakeholders and governmental and non-governmental agencies for the purposes of coordinating and advancing a cash response in the crisis.
5. Capacity building (15% of time spent)
- Assess training- and technical support needs of partners and develop a capacity-building plan for Cash assistance and livelihood intervention.
- Conduct capacity building of CARE and partner staff to implement cash based intervention and livelihood in a technically appropriate and accountable way.
- Engage in knowledge transfer, mentorship, training, development of good practices and evidence-based research.
Qualifications
Required
- 5 years humanitarian / emergency response experience in the Cash and Livelihood sector.
- Commitment to uphold CARE International Protection from Sexual Exploitation and Abuse Policy.
- Fluency in Bahasa and intermediate written and spoken English Language skills
- Current ability to work in Indonesia.

Education & Training
Required
- Bachelor Degree and/ or Master Degree in Finance, Economics, Business Education, Community Development or related area.
- In depth understanding of implementing cash & vouchers responses.
- In depth understanding of implementing livelihoods activities.
Desired
- Previous experience working with international or national NGO or CBO
- Previous experience responding to emergencies in Indonesia.
