Job Description
CARE International in Indonesia’s humanitarian mandate is to meet the immediate needs of populations in the poorest communities in the world in a way that also addresses the underlying causes of people’s vulnerability. CARE recognizes the link between poverty and gender inequality and the need for humanitarian organizations to design, plan and respond to the needs of affected women, girls, men and boys in ways that promote gender equality. In accordance with CARE International in Indonesia core values, the Gender Specialist (GS) will play a leading role to ensure that gender and protection are well-integrated into all current and future projects. The strategic focus of the programmes to date has been on gender-sensitive WASH, livelihoods, women’s empowerment, disaster risk reduction and rapid response programming. The GS will also be responsible for raising awareness of gender and inclusiveness with alliance partners, and advocating for CARE and its approach to gender in emergencies and gender in programmes.
Qualifications
Key Responsibilities and Tasks
1. Streamlining gender in program design, implementation and policy dialogue (30% of time spent)
· Ensure that gender considerations are factored into needs assessments, data collection and programme implementation by developing required tools, indicators and review processes
· Ensure CARE’s gender tools, including the Gender Marker, are understand by staff and partners and tracked in all projects
· Ensure all project proposals have been designed in line with gender sensitive approaches and that the needs of women, girls, boys and men have been clearly considered and included in the design
· Support project managers with design of gender component of the ongoing programmes making sure that implementation is in line with Gender strategy
· Engage in advocacy activities that promote CARE’s approach to gender mainstreaming and integration across emergency and development programs
· Provide timely technical support to project managers in writing reports to donors and submitting other regular technical reports as required.
· Support M&E team to ensure gender dimensions are adequately captured in existing tools and processes
· Contribute to the development of indicators for measuring cross-cutting gender activities for the cross-border program and participating in assessments [baseline, mid-term, and end term]
· Contribute to the development of gender and PSEA sensitive feedback and accountability mechanisms for CARE and partners
· Support community based reviews to measure the success of interventions
· Ensure alignment of gender and protection plans with CARE global strategy, in particular regional strategy and objectives
· Document and disseminate best practices and lessons learned
2. Capacity building (40% of time spent)
· Conduct the gender equality capacity needs assessment for CARE Indonesia staff and our partners
· Build the capacity of CARE and partner staff on gender and PSEA through information provision, workshops, training and other mechanisms, to ensure gender and issues of marginalisation and vulnerability are mainstreamed throughout CARE programming
· Build the capacity of CARE and partner to gather and use gender and minority disaggregated data to effectively to support IRM dialogue processes.
· Training and capacity building support for CARE staff (internal) on CARE gender policy and gender issues in the project
· Reviewing participant feedback from workshops and subsequent workplace performance in order to continuously improve approaches and methodologies
3. Research and data capture, analysis and dissemination (15% of time spent)
· Research best practices, develop performance standards and methodologies in gender; participate in research and take part in trials of new approaches & interventions as requested
· Analyse the position of women in order to provide evidence to inform the development of appropriate tools and processes to ensure all community groups are included in CARE programmatic activities
· Ensure that all CARE standard documents around Gender are in place, are updated and disseminated
· Support the regular collection and analysis of complete and up-to-date gender and protection information needed for effective program/project design and monitoring
· Build and implement systems to ensure evidence-based documentation and research present “best practices” on gender issues (women groups, women leadership, etc.) and issues of marginalisation and vulnerability; and
· Develop Monitoring & Evaluation indicators to support gender and minority specific data collection on social, human, environmental, economic, physical and capital.
4. Build and maintain the network with relevant stakeholder (10% of time spent)
· Represent CARE by attending and contributing to specific events related to the Gender agenda, women’s empowerment and development
· Maintain contact with appropriate stakeholders (particularly women’s NGOs/CSOs) and strengthen partnership with local and national government institutions.
· Disseminate and share IEC materials particularly in promoting gender equality and equity for all
5. Other (5% of time spent)
· Conduct any other duties that may reasonably be assigned related to position’s function. Tasks may expand or be adjusted in accordance to the real needs in the field.
· Willing to join with the Emergency Response Team (ERT) in accordance with experience and competence and is ready to be assigned to the disaster site in accordance with the existing needs.
