Job Description

Job Summary:
The admin officer will mostly assist Program Manager in arranging and potentially coordinating with local government, community and other stakeholders; organizing the project and measuring the impact of the project (assist monitoring); and in preparing meetings, workshops and trainings, when required. Other than that, admin officer will provide day to day administration support for program implementation, including filing and correspondence, as well as maintain regular database from the field implementation and provide analysis for further intervention. If needed, visit the beneficiaries/field office to ensure the administration and logistical issues are in place.

Key Responsibilities and Tasks


A. Administration support for program implementation. (50% time spent)
• Arranging and potentially coordinating with local government, community and other stakeholders;
• Ensuring the financial administration of the project is meet the CARE International standard system; preparing meetings, workshops and trainings, when required;
• Coordinate with HQ HR, Admin, procurement, IT and finance team to make sure smooth process to support the program; and
• Support the EED team in making sure the administration and logistic from HQ to field office smooth.


B. Database management. (30% time spent)
• Filing;
• Maintain regular database from the field implementation and provide analysis for further intervention;
• Develop Standard Operating Procedure (SOP) for TARGET project related to data collection, project updates etc; and
• Compile data or information from the sources and submit to Project Manager.


C. Assist Monitoring activities. (19 % time spent).
• Assisting Project Manager in organizing the project and measuring the impact of the project;
• Providing input and recommendation for improving the performance and support of the project component;
• Responsible to make daily monitoring bases; and
• Report to Project Manager any issues requiring assistance (ill staff, PR needs, etc).


D. Others (1% of time spent)
• Willing to join with the Emergency Response Team (ERT) in accordance with experience and competence and is ready to be assigned to the disaster site in accordance with the existing needs;
• Other duties that may reasonably be assigned inline with the position.

Qualifications

Required
Experience: At least 3 (three) years working in non-governmental organization and/or consulting company.

Specific technical skills:
• Demonstrate high quality in administration and data management skills, including maintaining log book, database base and asset management.
• Good communications skills, including negotiation skills particularly with supervisor and field team.
• Demonstrate high quality in interpersonal skills, including patience, diplomacy, willingness to listen and respect for beneficiaries.
• Able to give helpful directions, detailed instructions and demonstrations.
• Demonstrate ability to independently work as well as to contribute in a cross cultural environment.
• Experience in building partnership with government and other civil society organizations.
• Competent in Windows, MS Office programs, email and database experience.
• Fluent in English (spoken and written) is preferable.

Education & Training

Required
• Education: University degree in business administration, communication, marketing or social studies or relevant background.

Desired
• Experience: At least 3 (three) years working in non-governmental organization and/or consulting company.
