Job Title: Senior Project Manager

Location: Robert Street North, St. Paul, MN 55101 (Onsite at least 1 day per week)

Job Description

The Metropolitan Council is seeking an experienced Senior Project Manager to lead and deliver complex IT and business initiatives using both Waterfall and Agile methodologies. The ideal candidate will demonstrate strong leadership, stakeholder engagement, and project delivery skills while ensuring alignment with organizational objectives. The Senior Project Manager will oversee planning, execution, and monitoring of multiple projects and support PMO process improvements and transformation initiatives.

Preferred Experience: Candidate should have 2 to 3 years of prior experience working on government projects or within a government environment

Responsibilities

Project / Program Planning & Management

  • Develop and execute detailed project plans, defining scope, goals, deliverables, and schedules.

  • Coordinate internal teams and external vendors to deliver projects within defined baselines.

  • Utilize departmental tools for project management, tracking, and reporting.

  • Ensure project objectives align with strategic business goals.

Team Leadership

  • Lead project teams and provide coaching to junior project managers.

  • Promote a collaborative and productive team environment.

  • Facilitate communication and coordination across cross-functional teams.

  • Lead change management and conflict resolution efforts within projects.

Stakeholder Management

  • Build and maintain strong relationships with stakeholders and executive sponsors.

  • Communicate project status, risks, and issues proactively.

  • Ensure stakeholder expectations are managed and project objectives remain aligned with business priorities.

Risk & Issue Management

  • Identify, assess, and mitigate project and program risks and issues.

  • Monitor and report on project progress and performance throughout the delivery lifecycle.

Budget & Resource Management

  • Develop and manage project budgets in accordance with governance requirements.

  • Plan and allocate resources effectively to ensure successful project execution.

  • Monitor expenditures to ensure adherence to financial constraints.

Transformation & Organizational Change Management

  • Lead transformation and change initiatives to ensure solution adoption and process adherence.

  • Support organizational improvement and change integration efforts within assigned programs.

Process Improvement

  • Evaluate and refine project management methodologies and practices.

  • Contribute to PMO continuous improvement and innovation.

  • Stay current with industry trends and emerging project management practices.

Qualifications

Minimum Qualifications

  • High school diploma or GED and nine (9) years of experience managing multiple IT and business projects.

    • Education Equivalency:

      • Associate’s degree = 2 years of experience

      • Bachelor’s degree or higher in Computer Science, Business Management, or Project Management = 4 years of experience

  • Minimum 2 years in a lead role collaborating across multiple divisions with diverse stakeholders.

  • Certifications (Required):

    • PMP or PgMP

    • CSM or SAFe

  • Technical Experience:

    • Minimum 2 years’ experience with MS Project

    • Minimum 1 year of experience with Azure DevOpsJira, and GitHub

Desired Qualifications

Preferred Certifications:

  • CompTIA Security+

  • Cisco CCNP

  • Palo Alto Networks PCNSE or CISSP

  • Microsoft Azure Fundamentals (AZ-900)

Preferred Skills:

  • Experience with Project Portfolio Management (PPM) tools

  • Knowledge of Cybersecurity (CISSP, CISM)

  • Experience in Networking (CCNA, CCNP)

  • Background in Infrastructure and Cloud Technologies (Azure, AWS)

  • ITIL or equivalent process improvement certification
