Job Description
BryceTech is seeking a highly experienced Program Manager to lead a high-visibility effort supporting the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A). This program focuses on improving enterprise-wide performance management, data analytics, evaluation, and decision support capabilities across the DHS Intelligence Enterprise.
The Program Manager will serve as the primary interface with Government leadership and will be responsible for the successful execution of all contract requirements, including performance analytics, dashboarding, evaluation activities, and program oversight.
Key Responsibilities:
Provide overall program leadership, management, and execution oversight to ensure all contractual requirements, deliverables, and performance standards are met
Serve as the primary point of contact with the Government Contracting Officer’s Representative (COR), Task Monitor, and senior stakeholders
Lead and manage multi-disciplinary teams supporting data analytics, performance evaluation, and intelligence mission assessment
Develop and maintain integrated master schedules, work plans, and resource allocations across concurrent task areas
Oversee program financials, including budgeting, tracking expenditures, and cost estimation
Ensure timely delivery of weekly, monthly, quarterly, and annual reporting requirements, including performance assessments and executive-level briefings
Provide strategic guidance on performance management frameworks, metrics development, and evaluation methodologies
Direct efforts related to:
Organizational performance analytics and reporting
Data visualization and dashboard development
Program evaluation and effectiveness assessments
Stakeholder engagement and data collection activities
Manage risk, issues, and program performance, including conducting Quarterly Interim Project Reviews (IPRs)
Oversee development and execution of the Program Management Plan (PMP) and transition planning activities
Ensure compliance with all DHS security, IT governance, and data protection requirements
Qualifications
Required Qualifications:
Master’s degree in a relevant field (e.g., Public Policy, Data Analytics, Systems Engineering, Business Administration, or related discipline)
15–20 years of progressive management and supervisory experience, including:
Program management of large, complex federal contracts
Oversight of multi-functional teams and concurrent task areas
Demonstrated expert-level experience in program management functions, including planning, scheduling, budgeting, and performance management
Extensive experience supporting Intelligence Community (IC) or DHS missions, particularly in:
Mission performance assessment
Performance measurement frameworks
Multi-engagement analytic environments supporting IC Mission Managers
Proven ability to lead data-driven programs, including performance analytics, evaluation, and decision support initiatives
Strong experience engaging with senior government stakeholders and executives
Active Top Secret clearance with SCI eligibility (TS/SCI)
Preferred Qualifications:
Experience supporting DHS I&A, ODNI, or Intelligence Enterprise programs
Familiarity with:
Government Performance and Results Act (GPRA)
Evidence Act and evaluation frameworks
Performance-based budgeting and resource allocation processes
Background in data analytics, data visualization, or dashboarding tools
Experience managing programs involving ETL processes, data repositories, and real-time analytics systems
PMP (Project Management Professional) or equivalent certification
