Program Analyst

Location: Remote & On-Site (New Mexico Counties as Required)
Clearance: Public Trust eligibility (FEMA background check)
Position Type: Full-time, Contingent Upon Award
Program: FEMA Hermit’s Peak/Calf Canyon Claims Office Technical Support

About the Role

We are seeking highly experienced Program Analysts to support FEMA’s Hermit’s Peak/Calf Canyon (HPCC) Claims Office. This position plays a central role in evaluating complex documentation, verifying losses, conducting high-level policy and eligibility analysis, and producing defensible written products—including appeals recommendations and determination memorandum support.

This is a high-impact analytical role supporting claimants affected by the Hermit’s Peak/Calf Canyon Fire and subsequent flooding. The work requires precision, policy mastery, strong writing skills, and the ability to manage a fast-paced, high-volume caseload.

Key Responsibilities

Claims Analysis & Documentation Review

  • Conduct detailed reviews of Proofs of Loss (POLs), supporting documents, valuations, and financial records.

  • Verify the accuracy, completeness, and eligibility of submitted losses under the Hermit’s Peak/Calf Canyon Fire Assistance Act and 44 CFR 296.

  • Identify documentation gaps, inconsistencies, or misapplications of policy and issue Requests for Information when necessary.

Valuation & Eligibility Assessment

  • Apply established valuation principles to evaluate claimed losses and calculate recommended compensation amounts.

  • Confirm documentation supports claimed loss categories and ensure qualified amounts do not exceed allowable limits.

Duplication of Benefits Analysis

  • Identify, analyze, and prevent duplication of benefits from insurance, FEMA programs, settlements, grants, or other funding sources.

  • Document methodology and decision-making clearly and accurately for government review.

Written Technical Products

  • Prepare high-quality written memorandums, including:

    • Determination memorandum support

    • Appeals analyses

    • Technical review memorandums

    • Bulleted issue and fact summaries

  • Ensure all writing is clear, accurate, well-cited, policy-compliant, and supported by substantial evidence.

Appeals Support

  • Review, assemble, and assess administrative records for completeness and relevance.

  • Conduct comprehensive analysis of claimant appeals to determine whether policy was applied correctly.

  • Draft in-depth appeals recommendations reflecting sound reasoning and accurate policy interpretation.

Coordination & Communication

  • Interact professionally with claimants, FEMA staff, internal teams, and external stakeholders.

  • Clearly explain program policy, eligibility requirements, and documentation standards.

  • Support quality control processes and escalate issues as needed.

Systems & Reporting

  • Maintain case documentation in the government’s system of record with strict accuracy and timeliness.

  • Track case progress, manage deadlines, and contribute to weekly/monthly reporting as required.

Qualifications

  • Education: High School Diploma required

  • Experience: 1 - 10 years of combined experience in:

    • Claims or case processing

    • Loss verification and valuation

    • Eligibility review, benefit calculation, or adjudication

    • Appeals analysis, quality control, or audit functions

    • Policy implementation or regulatory compliance

    • Disaster recovery, insurance adjusting, or financial review

  • Technical Skills:

    • Deep understanding of documentation standards and valuation principles

    • Ability to assess complex losses and evaluate financial/technical data

    • Strong analytical skills with excellent attention to detail

  • Communication:

    • Exceptional writing skills; ability to produce clear, defensible memorandums and analyses

    • Strong verbal communication; ability to explain policy to claimants and staff

  • Technology:

    • Proficiency with claims management systems, databases, and digital workflow tools

Preferred Experience

  • FEMA or federal disaster recovery program experience

  • Insurance adjusting or financial loss assessment background

  • Legal, regulatory, or policy analysis experience

  • Prior work with wildfire or flood-related damage claims

Work Environment & Travel

  • Hybrid remote/onsite work depending on operational needs.

  • Travel may be required to FEMA offices and sites within:
    San Miguel, Mora, Santa Fe, Taos, Sandoval, Rio Arriba, Colfax, and surrounding counties in New Mexico.
