Job Description

We have an exciting opportunity for an attorney to join our Broadband Grant Office, joining our growing team. As Counsel in the Broadband Grant Office, you will report to the Senior Broadband Instructure Compliance Counsel and will be responsible for working on legal and compliance issues associated with state and federal broadband grant programs, legislative and legal matters across our 20-state serving area. You will work closely with colleagues in the legal department and teams across the business in a highly collaborative environment as you implement, advise, and develop strategies to address legal issues impacting broadband grant programs. You will need experience in contract and administrative law, and strong organizational skills with the ability to define and implement groundbreaking ideas and work within a changing and fast-moving environment.

 As Counsel, Broadband Grant Office, you will have the following responsibilities:

  • Support the Broadband Office on legal issues from maintaining and protecting confidential information, negotiating, drafting and execution legal contracts, and analysis of grant program requirements
  • Support the Government and Legislative Affairs team on legal issues pertaining to grant programs and matters impacting broadband builds before state administrative agencies, state legislatures, and local authorities
  • Advise the business on complex matters regarding broadband grant programs, including drafting of legal and regulatory analyses and risk assessments
  • Serve as trusted advisor to business units and the internal government affairs team to ensure compliance with both new and existing broadband grant programs, and proactively programs and developments that may impact the business of the company
  • Negotiate with other parties, governmental authorities, property owners and managers, other utilities such as railroads, and state and local authorities
  • Collaborate with other internal regulatory affairs, legislative affairs, and policy experts to develop proactive strategies for achieving the business objectives of the company
  • Deliver complex messages clearly and persuasively to regulators, government stakeholders in multiple states and technical/business audiences 



  • JD degree and 5+ years of relevant work experience, preferably with experience in state or federal administrative law or contract law related to the regulation and business of telecommunications and information services
  • Excellent writing and oral communication skills
  • In-depth knowledge or demonstrated ability to master complex technical and economic concepts related to a network-related industry, involving telecommunications and/or information technology
  • Demonstrated ability to manage multiple priorities and work simultaneously on multiple projects; to prioritize the workload based on deadlines and importance of tasks; and to complete work in a timely manner with energy, intelligence, and a drive for success.
  • Demonstrated ability to organize, integrate and analyze complex information from multiple sources
  • Sound and ethical judgment based on legal expertise, a deep understanding of the business’ objectives and an appropriate balancing of legal risks and business needs  
  • A collaborative and team-oriented approach to solving problems, with the ability to create alignment in cross functional environment and drive consensus on objectives
  • The ability to establish and maintain strong partnerships with all stakeholders, ensuring their involvement and gaining their support to drive desired outcomes
  • Bar membership and needed licenses


  • Experience working on broadband grants or other types of grant programs
  • Telecom/Cable/Internet Service Provider industry experience
  • Knowledge of telecommunications regulatory law in multiple states
