Environmental Health Noise Officer

Job Description

Main purpose:

  • To provide expert knowledge and technical support to the Noise and Nuisance Service and technical liaison with other departments
  • To provide proactive management and co-ordination of the larger and more complex noise and nuisance cases including providing expert evidence to the Licensing Committee
  • To ensure that the impact from noise and nuisance, on residents and others, is controlled using appropriate enforcement powers, negotiation and practical knowledge within a 24 hour service operation
Qualification:
  • Noise specific qualification e.g. MSC/Diploma in Noise Control and Acoustics
  • Degree or Diploma in Environmental Health
Experience:
  • At least 2 years experience in the noise and nuisance field preferably within an Environmental Health Department
  • Working knowledge of relevant legislation and powers (i.e. Environmental Protection Act 1990, Control of Pollution Act 1974, Noise and Statutory Nuisance Act 1993)
  • Experience of investigating noise complaints and taking appropriate follow up action
  • Experience of using relevant legislation and powers i.e. serving notices, court proceedings etc.
  • Experience of controlling complex projects involving noise and nuisance issues
  • Knowledge and experience of using noise monitoring equipment (e.g. Sound Level Meters, DAT recorders etc.) and sound insulation testing equipment
  • Experience of representing the Council at Planning enquiries, licensing hearings etc and giving expert testimony on behalf of the Council

Please note this is a contracted position of 3-6 months with the possibility of extension depending on budgets and performance.
