BlueScope Construction (BSC) is the wholly owned construction subsidiary of BBNA.  BSC supports the mission of BBNA by providing an alternative channel to market for the company’s PEB products, focusing on large corporate clients executing projects across the US and administering the company’s federal supply contract with the United States government. BSC has had a history of profitable financial performance and is currently experiencing significant growth in its business.

The Government Services group has primary responsibility for sales of products and services to two unique markets through our contract vehicles. We enjoy outstanding success with our Brand builders through our Sourcewell Contract which is the bulk of our revenue. We have also enjoyed a successful contract with the federal government since 1991 through our GSA Schedule. Under both contracts, we execute design/build turnkey nationally utilizing our Butler or Varco Pruden brand builders to perform contracts at the local level, including design disciplines, vendors and subcontractors, etc. Both contract vehicles provide a firm-fixed price offering best upon a best value solution. We do not bid on work. Under our Sourcewell solution, we do not have competitors. The customer’s budget is our only competition. Our primary focus is to generate repeat business with our customers through our national network of brand builders. Additionally, our business focus includes Safety, Quality, Timeliness, Margin, Flexibility, and innovation in the pursuit of exceeding our customers’ and builders' expectations.

The Government Services group has primary responsibility for sale of products and services to government and non-profit customers through the NJPASourcewell, GSA schedule, and other contracting vehicles.  The Government Services team offers design-build turnkey solutions leveraging the Butler and Varco Pruden Builder networks.  The Government Services team primarily focuses on safety with the goal of exceeding the customer’s expectations on quality, customer service, schedule, flexibility, and innovation. 

This position has responsibility for providing oversight of BlueScope Construction’s Government Services team.  That team is responsible for identifying new opportunities, proposal generation, estimating, and all aspects of construction management.     

Primary Duties and Responsibilities include:

• Develop and implement a business strategy to penetrate and grow opportunities in the government and non-profit markets through multiple contracting vehicles.   
• Focus on the development of all key positions within the Government Services team.  Provide regular feedback through formal and informal sessions and support personal development to create a high-performance organization 
• Develop and monitor annual budgets and share financial results on a regular basis with your team.  
• Establish on-going program of continuous process improvement  
• Work with all of the GS team members to maximize project margin and value to BSC and to BBNA 
• Instill and lead BlueScope Steel's “Zero Harm” Safety Beliefs to the GS construction PMs, and therefore downstream to the BBNA Builders and Subcontractors who execute construction services. 
• Provide resources to all GS team members to properly implement and measure their work. 

Minimum:  

• 4-year degree in engineering/construction or related discipline 

• Broad-based background in design-build sales and marketing 

• Broad-based background in design-build general contracting 

• In-depth knowledge of construction/building industry (minimum 10 years' experience) 

• Experience in developing and maintaining strong customer relationships 

• Knowledge and experience in construction cost estimating (minimum 5 years) 

• Skills and experience necessary for both technical and marketing proposals (minimum 5 years) 

Preferred:  

• Proven track record managing high performance teams 

• Thorough knowledge of PEB systems, including Butler and Varco Pruden products and design procedures 

• Budgeting and forecasting
