This role offers the opportunity to help strengthen NCIS capabilities related to unmanned systems and counter-unmanned systems in support of critical counterintelligence, counterterrorism, and law enforcement missions. 

Job Description

Position Summary 

The Naval Criminal Investigative Service (NCIS) is seeking a highly experienced and proactive UXS Program Desk Officer to serve as the agency's headquarters-level program manager for all Unmanned Systems (UXS) and Counter-Unmanned Systems (cUAS) activities. The Desk Officer will serve as the central point of contact for UXS-related matters, ensuring the program remains aligned with NCIS operational priorities through close coordination across internal directorates and with external Department of Defense and federal law enforcement partners. The ideal candidate will bring deep expertise in unmanned systems technology as well as CI/CT operations and will help advance NCIS capabilities, operational planning, and case support involving UXS and cUAS matters. 

What You’ll Be Doing: 

  • Serve as the headquarters-level program manager and primary subject matter expert for all NCIS UXS and cUAS activities. 

  • Draft, implement, and maintain agency-wide policies, procedures, and governance related to the use, security, and deployment of unmanned systems. 

  • Coordinate across NCIS directorates and serve as the principal liaison to external partners, including Army CI, Army CID, Air Force OSI, FBI, DHS, and other DoD and federal components. 

  • Continuously assess emerging UXS and cUAS technologies, evaluate their mission relevance, and develop plans for integration and operational deployment. 

  • Provide expert guidance for the planning and execution of NCIS operations involving unmanned systems. 

  • Prepare and deliver strategic briefings, program updates, and operational reports to NCIS senior leadership. 

  • Design, develop, and conduct specialized training for NCIS personnel on UXS and cUAS platforms, capabilities, risks, and CI/CT implications. 

  • Provide subject matter expertise and advisory support for cases involving adversarial, suspicious, or unknown unmanned systems. 

Qualifications

 

Required Qualifications: 

  • Must possess an active Top Secret/SCI security clearance. 

  • A minimum of 8-15 years of operational experience in the Counterintelligence (CI) or Counterterrorism (CT) fields. 

  • A minimum of 8-15 years of demonstrated experience working with Unmanned Systems (UXS), including Unmanned Aircraft Systems (UAS), Counter-UAS (cUAS), and other unmanned platforms such as ground and maritime systems. 

  • Proven experience coordinating and collaborating with multiple U.S. government agencies, particularly within the DoD and federal law enforcement communities. 

  • Demonstrated ability to develop, implement, and manage policy, strategy, and programmatic initiatives. 

  • Exceptional written and verbal communication skills, including experience briefing senior executive-level leadership. 

Desired Qualifications: 

  • Direct experience working at a headquarters or strategic level within a federal law enforcement or intelligence organization. 

  • Experience creating and delivering formal training curricula. 

  • Formal program or project management certification such as PMP. 

  • Prior experience supporting NCIS operations or familiarity with the Department of the Navy environment.
