We are seeking Instructional Systems Designers to support our Leadership Institute and our federal clients.

Job Description

o   Using the Analysis, Design, Development, Implementation and Evaluation (ADDIE) Model to support the analysis, design, development, delivery, implementation, and evaluation of learning programs (e.g., scientific, safety, leadership, and professional development e-learning, simulations, classroom-based, etc.)

o   Provide a robust and comprehensive analysis of the agency’s current and future learning needs and goals (e.g., create a detailed strategic and tactical project plan for the Full Lifecycle of Training Support at the federal agency)

o   Assess and provide recommendations for training materials to maintain continuity with existing policies and policy updates

o   Develop new training materials and courses in response to existing and newly created or identified roles, responsibilities, and/or work-streams and provide recommendations on the appropriate training delivery methods (e.g., classroom based, virtual, e-learning), based on analysis of audience and content

o   Complete in-progress training materials and projects for online or live training programs

o   Provide consultation and perform instructional design functions

o   Evaluate effectiveness of existing and newly developed training courses, programs,

and materials to meeting the agency’s goals and objectives

o   Develop processes for the analysis and integration of training feedback and issues and their resolution

o   Develop and implement knowledge management structures, such as repositories (e.g., Knowledge base), Communities of Practices, etc.

o   Review the current state of partially completed training program, modules, and classes

o   Design and develop entire e-Learning modules or assist in the completion of partially developed content

o   Design and develop games, applications, and simulations for learning purposes

o  Ensure all electronic content functions on the federal network by coordinating with appropriate authorities

o   Provide professional voice-over and video services as required

o   Provide advanced graphics creation and animation for learning products

§  Ensure all electronic content functions on the agency network by coordinating with COR and OIMT personnel

o   Provide enhancements to learning products to produce high-quality and engaging learning products

o   Provide subject matter expertise for implementation and administration of training and e-Learning platforms

o   Test learning content and ensure compliance with federal agency network requirements

o   Assist with the examination process of training courses for compliance with all applicable 508 standards

o   Remediate completed, in-progress, and newly created training courses for compliance with 508 standards

o   Develop training courses and materials to assist content creators with ensuring 508 Compliance of their content

Qualifications

Possess a master’s degree in communications or a related field, from an accredited college or university.

Teaching background with proven documented experience in adult education at the undergraduate level, in seminar, lecture, and working-group format.

Possess the ability to conduct front-end analysis for instructional requirements that support adult learning theories and an overall training situation analysis prior to developing a plan for instructional design and development.

Comprehensive knowledge of methods and possess expertise in developing courseware for a variety of communication delivery methods including instructor-led training (ILT) and web-based training (WBT), and also evaluating already in place courseware to measure its effectiveness.

Experience developing and designing training and education products and solutions aligned with the Systems Approach to Training

Five years of experience in training design (create, customize and work from open space related to finding the right solution to engage and improve performance).

Three years of experience in media development, publishing and content management. Adobe e-Learning Suite (Captivate, Articulate, Photoshop, etc.) and experience and LMS administration a plus (Blackboard –Moodle).

Three years of experience facilitating focus group discussions, conducting classroom learning sessions, seminars and workshops.
