About This Role
We are looking for a Sr. Global Trade Compliance Specialist to focus on international trade for raw materials, clinical development, and pre-commercial products categories. In this role you will be responsible for providing trade compliance guidance to functional areas involved in cross-border of miscellaneous product categories, managing import/export clearance instructions to Biogen’s customs brokers in different countries, prepare customs clearance import licenses, and advise on government agencies import/export requirements (e.g., USDA, FDA, Fish & Wildlife, EPA, etc.). You will build-up trade compliance capabilities for pre-commercial, and clinical products as well as maintaining, and executing internal controls (in processes, operations, and systems) to mitigate risks, increase efficiency, and facilitate Biogen’s international trade as well as business growth.
This is a fully remoted role reporting to Biogen’s Americas, Middle East & Africa Trade Compliance Lead and it is based in the US.
What You’ll Do
- Manage day to day import/export operations for Clinical shipments (through Oracle’s Global Trade Management system and other tools), obtain relevant import/export licenses with other government agencies such as FDA, USDA, CDC, Census, BIS, EPA, Fish & Wildlife, etc.
- Coordinate with Data Governance COE to determine US and CA HTS classification and Country of Origin, coordinate with Valuation COE to determine pre-commercial customs values
- Prepare relevant import/export documentation, provide instructions to Customs Brokers, and work closely with US & Canada Trade Compliance Lead to ensure timely and compliant customs clearance
- Work with other functions to map Supply Chain flows for pre-commercial products and advise on global trade compliance considerations
- Perform post import/export documentation reviews for pre-commercial products
- Develop foundational capabilities and manage pre-commercial COE best developed practices
- Act as a company advisory providing subject matter expertise and support on topics relevant to Biogen’s pre commercial raw material operations
- Verify and maintain international product database for raw materials, chemical intermediates, and other pre-commercial products
- Liaise with in-country coordinators/CRO’s to establish standard import and export requirements for clinical trials
Qualifications
Who You Are
You are a trade compliance professional with experience on Import/Export processing, customs brokerage management, HTS classification, customs clearance requirements and general knowledge of permits and licenses processing with US Customs and other government agencies such as FDA, USDA, EPA, etc. You are a self-starter, continuous learner with a strong drive to become a subject matter expert on trade compliance matters related to pre-commercial products.
You have excellent collaboration and communication skills (both with internal and external stakeholders), a problem solver who proactively identifies challenges and enables compliant solutions to ensure cross-border trade of pre-commercial items is seamless. You are comfortable working on a fast phased, global environment with multiple connections across business functions, and able to handle multiple activities, with the right level of prioritization. You strive to implement better ways of working, opportunities for growth, streamlined, optimized and compliant processes. You are a self-starter that excels at working independently, but also collaborates with diverse peers from around the world; effective at building partnerships and influencing across functional areas and organizational levels.
Required Skills
- Bachelor’s degree or work-related experience
- Minimum, 4-5 years of experience working with import/export compliance clearance for cross-border transactions, working directly with US and other Customs Agencies in addition to other government agencies such as FDA, EPA, Fish & Wildlife, CDC, etc.
- Strong knowledge of ERP systems, especially Trade Compliance module (e.g. GTS/SAP or GTM/Oracle)
- Experience and understanding of HTS classification, FDA classification and country of origin determination, as well as Export Control regulations.
- Experience obtaining import licenses and permits government agencies
- Flexibility working across time zones, and with a diverse global team.
Preferred Skills
- Experience working in the Life Science Industry or similar regulated industry
- Understanding of Biochemistry, or drug substance compounds
- Customs Brokerage experience
- Knowledge and experience with commercial as well as clinical drugs supply chains and customs regulations
- Understanding of Customs valuation methodologies for non-commercial products
