Job Description
The Manager Financial Operations, SCM provides support at the study planning stage, as well as throughout the lifecycle of a clinical trial through management of Budget Hub escalations, development of improved processes and providing guidance to Biogen’s CROs. The Manager Financial Operations, SCM will coordinate the in-house financial operations including the development and maintenance of all processes and guidelines along with CRO relationship management with a specific focus on site budgets.
What You’ll Do
- Provides consistent financial strategy, oversight, and support at both the study and program level for all operating models (Strategic CRO Partner(s), other CROs and/or in house operating model)
- Up-front and ongoing strategic planning specific to the program and needs of individual studies
- Development and approval of global investigative site budgets (GrantPlan)
- Devising, developing, and continually enhancing a robust budget development strategy
- Managing issues and risks by acting as the Budget Hub Lead within GCO for challenges and evaluating investigative site budget escalations;
- Providing negotiation support
- Overseeing development and reporting of Budget Hub metrics; responses to budget escalations, analyzing trends and formulating innovative solutions; providing negotiation support; development and reporting of Budget Hub metrics
- Monitoring KPIs, including cycle times and SIV targets, to ensure adherence to established study timelines
- Developing metrics reporting and review to support process improvement efforts
- Management of employee direct reports and the functional management of FSP contractors.

Qualifications
- Bachelor’s degree; MBA/MPA/MPH/JD (or equivalent) preferred but not required
- 8+ years’ experience in the biotechnology/pharmaceutical industry within the site contracting outsourcing space and fully proficient in project management and budget negotiation and execution across Phase I-IV clinical trials
- Strong experience in Clinical Operations and have a thorough understanding of GCP, relevant ICH standards, and FDA/EMA guidelines
- Demonstrated success in working cross-functionally in a global matrix organization
