Job Description

The KSA Corporate Counsel and Compliance Officer is a strategic role providing broad legal oversight, guidance, and counseling to the management team of the designated Biogen legal entity(ies) in the Kingdom of Saudi Arabia, located in Riyadh.

This position will support the mission of driving a robust corporate culture that embraces integrity in our operations, consistent with the core values and principles of Biogen Code of Conduct. This is a leadership role participating the local leadership teams, with high exposure on a country level as well as on global level. It is also an operational role as a legal advisor, compliance expert and partner to the local team, requiring a hands-on approach and “business partner” mentality.

The KSA Corporate Counsel and Compliance Officer will report to the regional Legal Lead for Biogen’s MART (Middle East, Africa, Russia, Turkey) region, and with a dotted line to the regional Compliance Officer for Biogen’s MART region.  The KSA Corporate Counsel and Compliance Officer will be the sole attorney for the designated Biogen KSA legal entity(ies) and, therefore, will need to be able to work independently and adapt quickly to changing conditions in a fast-paced environment. This role will be the legal advisor and partner to all core local franchises (MS, SMA, new products) and functions. 

For the avoidance of doubt this role is not commercial in nature, particularly any interaction with external stakeholders.

1.    Serve as legal counsel for the designated Biogen KSA legal entity(ies) and advise local franchises (existing core franchises and new products) and functions (such as Regulatory, Pharmacovigilance, Value & Access, Medical, etc.) in the geographic area of responsibility (and other jurisdictions as required from time to time).  Advise local team on developments in pharmaceutical law and regulation and advise on corporate policy and governance.  Prepare, negotiate, and review agreements  and act as interface with Contract Management team.  Review and assess new initiatives and projects and provide risk-mitigating strategies to enable and facilitate such activities.  Support in managing litigation (including product liability related litigation).

2.    Provide compliance subject matter expertise and advise to the designated Biogen KSA legal entity(ies) on compliance and risk pertaining to the specialty pharmaceutical products, as well as medical affairs, healthcare services and digital activities, while fostering a proactive compliance culture. Conduct annual risk assessment of local activities, develop a risk-based monitoring plan, and execute quarterly compliance monitoring. Report, investigate and remediate instaces of misconduct or non compliance in a manner consistent with Biogen’s relevant policies and protocols. Review and advise the designated Biogen KSA legal entity(ies) on the design and execution of external stakeholder engagements, sponsorships and grants. Design an appropriate compliance training plan and execute against that plan. Design, revise and implement (as needed) policies, SOPs and work instructions. Support preparation and submission of topics to regular governance and other relevant corporate compliance meetings.

3.    Prepare for new product launches and support regulatory, pricing, reimbursement and managed access initiatives.

Actively follow legal and compliance trends in the market, and legal and regulatory environment including in business practices and evolving legislations. Actively engage in relevant industry associations and other legal and compliance stakeholder groups to drive legal, compliance and ethical standards consistent with Biogen core values and other forms of guidance and controls.

Coordinate and collaborate with regional Legal Lead and regional Compliance Officer, other MART Corporate Counsels and Compliance Officers, and Global Legal and Compliance team, Contract Management team, S&Gs and Data Privacy Office, and all other functions and franchises.

Qualifications

•    JD or equivalent and qualified to practice law in the Kingdom of Saudi Arabia.
•    5+ years of experience as an attorney qualified in the Kingdom of Saudi Arabia.
•    Relevant experience in the life sciences.
•    Solid knowledge of contract law.
•    Solid experience in compliance and governance areas
•    Experience in data privacy.
