JOB SUMMARY:

The ECP (Europe, Canada and Partner Markets) Lead External Workforce Management is responsible for overseeing the External Workforce program and any related projects in support of contingent labor onboarding in the ECP. S/he will consult on policy/compliance, drive local strategy and governance. This role will also drive and implement innovative solutions to help optimize the non-employee function and enhance the business, stakeholder, and supplier experience.  

MAIN ACCOUNTABILITIES:

1. Provides analysis and recommendations for improvements to policies, programs and processes in close partnership suppliers, stakeholders, HR, Procurement and the businesses support and expertise for all program initiatives in ECP.
2. Consults line managers and HR on workforce planning; provide analysis and metrics that can be used to make data-driven decisions.
3. Consult with the business, Procurement and Legal on contracting to ensure Biogen is compliant with its engagement of non-employees.
4. Work with People Relations and Legal to document and resolve incidents with non-employees. 
5. Evaluate business needs and industry standards to improve policy and program guidelines.
6. Serves as focal point (in conjunction with legal) on local laws in ECP, the Global Non-Employee Policy for stakeholders in the line business and administration functions including HR, Tax and Procurement; provide recommendations on the engagement of non-employees.
7. Keep well-informed of ECP laws and regulations as well as requirements and liaison with government officials if necessary, to ensure Biogen’s compliance.
